Approval of Tobacco License and Resolution Approving an Off Sale Intoxicating Liquor License LETU LLC dba Hopkins Bottle House Wine & Spirits; Domeier CITY OF HOPKINS City Council Report 2026-056 To: Honorable Chair and Board Members Mike Mornson, City Manager From: Amy Domeier, City Clerk Date: May 19, 2026 Subject: Approval of Tobacco License and Resolution Approving an Off-Sale Intoxicating Liquor License for LETU LLC DBA Hopkins Bottle House Wine & Spirits _____________________________________________________________________ RECOMMENDED ACTION MOTION TO grant a Tobacco License along with an Off Sale Intoxicating Liquor License to LETU LLC dba Hopkins Bottle House Wine & Spirits by adopting Resolution 2026-016. OVERVIEW LETU LLC applied for a tobacco license and off-sale intoxicating liquor license at Hopkins Bottle House Wine & Spirits, located at 808 Mainstreet (formerly Paul’s Wine & Spirits). The anticipated opening date is May 28, 2026. The Police Department and City Clerk reviewed the license applications requested and conducted a background investigation as required by state and local law. Upon City Council approval of the liquor licenses requested, the State applications will be submitted to the Minnesota Department of Public Safety, Alcohol and Gambling Enforcement Division, for certification and issuance. The liquor license will become effective upon all conditions being met in Resolution 2026-016 and will expire on June 30, 2027, subject to any subsequent renewals. Administration CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 2026-016 RESOLUTION APPROVING AN OFF-SALE INTOXICATING LIQUOR LICENSE FOR LETU LLC DBA HOPKINS BOTTLE HOUSE WINE & SPIRITS, WITH CONDITIONS WHEREAS, LETU LLC DBA Hopkins Bottle House Wine & Spirits, applied for an Off Sale Intoxicating Liquor License to be located at 808 Mainstreet, Hopkins; and NOW, THEREFORE BE IT NOW RESOLVED, by the City Council of the City of Hopkins as follows: 1. The City Council approves an Off Sale Intoxicating Liquor License for LETU LLC DBA Hopkins Bottle House Wine & Spirits, for the premises located at 808 Mainstreet. 2. The license is conditioned on the applicant’s ongoing compliance with its application that is on file with the City Clerk, and is further subject to the following: A. All terms and conditions of the City Code Chapter 4, Alcoholic Beverages, and Minnesota Statutes, Chapter 340A. 3. Upon adherence with the contingencies set forth herein, the Mayor and City Clerk are hereby authorized to execute said licenses. 4. The license shall expire at 11:59 p.m. on June 30, 2027, subject to subsequent renewals.
