o How do the bid results compare to the estimated budget~
The budgeted figure in the park C,I~P" was $15,OOO.O"J f()r each
play equipment complex to be located at Park Valley, cottelgevil1e
and Hilltop parks~ Bids were based upon a fixed fee of
$14,999000 per site to comply with the allQcated dollar figure.
Bids were therefore within the budgeted a~ount.
o What alternatives could be used in the biduing process?
.
Westwood Professional Services and staff e~plored sever~l ~ptions
before arriving at the option chosen.
1. We could have bid anyone of three or. four specific c~iteria
which, in effect, would have excl~ded all bu~ ane or
possibly two suppliers of play equipment from the bidding
process. For example: requiring all support posts t~ be of
aluminum construction, U. S. steel or requiring OI'lt9 of the
slides to be a "roller type" slide vs natal or plastic~ 'rhe
variables involved in play equipment Jllake it extr~llIe11 hard
to bid fairly using such criteria.
The city could have attempted to design a compleJe where
every bidder submitted a bid and staff then chose t!1e low
bid~ staff felt that this was risky, ~ids may co~e im below
budgeted amounts or worse yet way above the b~dqeted
amount. This would have delayed 1990 constru~tj~n by
forcing the city to re-bid the projects.

3. The plans and specifications could be developed in a manner
that allows most manufactur.ers to bid, but bases the bids ~n
a flxed fee and a minill!UlU set of play components ~i tl'1 all.

2. Continue approval to a later date. This is not recommended due
to the time needed by Twin Cities Tree Trust to schedule the free
installation, The crews will be released by the September 30th
time frame. All proposals are in and evaluations have been
fairly ma.de.
3. Reject all bids, develop a different bidding procedure and re-
advertise for bids. This is not recommended due to the
commitment made to these projects by Park Board. The Park Board
desires some park improvements in each year of the 3 year
modified plan. Rejection of all bids would preclude any work in
1990.

SIGNATURES TO C.S.A.H. NO. 3 CORRIDOR
IMPROVEMENT STUDY AGREEMENT
WrlEREAS, the City Council at its regular meeting of July 10,
1990, adopted in principle to enter into a
cooperative funding agreement with Hennepin County
for a County Road #3 corridor study between T.R.
169 and Blake Road, and
WHEREAS, the final agreement, Agreement No. PW 38-01-90, has
been received and reviewed by the City and found to
be in order.
NOW THEREFORE BE IT RESOLVED by the City Council of the city
of Hopkins, Minnesota:
The Mayor and the City Manager of Hopkins are
hereby designated and authorized to place their
signatures upon this cooperative aqreement.
