Staff recommends adoption of the following motion: Authorize the City
HanAqer and Mayor_to execute contract with Barton Aschman to und~rtake
~~~ff~c stygjL~i County Road #3 & 11th Avenue.

In conjunction \fith the potential development of the R. L. Johnson
property, Benshoof & Associates have completed a number of studies
analyzing the traffic implications of this project, both on 11th
Avenue and County Road #3. Based on their analysis, one
recommendation is that at some time in the future a median would
probably be required on 11th Avenue directly south of County Road #3
intersection. This median would restrict any access to the R. L.
Johngon property north of the railroad tracks to a right-in, right-out
only..
The R. L. Johnson staff feel that in order to construct on this site
they need a full movement access point on 11th Avenue. In response to
this concern they have requested that the staff contract with a second
consulting firm to undertake a n.aw traffic analysis to determine if
such an access might be possible. R. L. Johnson Investments have
agreed to pay for all the costs of undertaking this study.
Staff is proposing to contract with Barton Aschman to undertake this
study. The cost would be $6,650. It should only take a couple of
week$:> t!.' IJomplete all the nec'i!ssary work.
