An alley underground utility project was identified in the
1990-91 CIP and Council authorized the sale of redevelopment
bonds in the amount of $400,000 and financed by tax
increment funds to undertake such a project. Council
authorized plans to be drawn up ~ith a target construction
date of 1990 in mind.

TKDA. the consultant engineer for the project,
will present the plans to the Council. These
plans are their recommendation as to the best and
most feasible method of constructing alley
underground electrical utilities and staff
recommends accepting the plans.

How will the project proceed?
,Attached is an i.nformation letter to the business
owners that outlines constructionprocedures on
this project. NSP will provide trenching and
installation of distribution cables underground
along the alleys and to the owners' buildings~
The city's contractor will rewire the customers'
services to NSP transformer locations.
Construction and permanent utility easements will
be needed and City staff is in the process of
obtaining these from the property owners.
A time schedule is attached that anticipates
construction to begin by the end of September and
completion by November 2.

Alley Underground Utilities
Dear Property/Business Owner:
preliminary plans have been co~pleted for the placement
of underground utilities. The engineer on the proJect will
be doing another assessment within the next three weeks and
will need to examine .interior electrical services at the
meters. We would appreciate your cooperation in allowing
access to your buildings if necessaryq
The City a~ees, at its expense, to perform the
following tasks wl.thout expense to the owners:
1* Pay the necessary fees to NSP to install the
electric li,ne underground, and to provide the
nece~sary transformer and pad.
2. Extend to OwnerWs building a service line
underground connecting it t~ the existing electric
service connection by the means of protective
condui t :3.. survey O~mer. s building to determine if
any appliances or equipment require voltages no
longer supplied by NSP for undergrQund service
(esp. 240 volts) .
J. In the event such appliances or equipment are found,
the City will supply such internal transformers as
may be necessary to allow th~ equipment to be used,
for Owner to connect.
4. Give at least 24 hours notice of the actual
changeover time.
Owner agrees to do the following:
1. Grant the City such construct.ion easem.ents as'are
necessary to acc.omplish the work listed above
2. Be pre~ared to change over to underground feed
electr1c power by September 1, 1990 and to execute
the changeover no later than December 1, 1990
An informational meeting will be held at City Hall on
June ~S7 1990 at 7:00~m in the lower level Raspberry Room A.
The proje.ct ,is al'i.tic).~,l;J,ted to go for bidding SOIne time in
August of thiS year.

Resolution Approving Plans And Specifications And
Authorizing The Advertising For Bids - Alley
Underground Electrical utilities, Project 90-C5.
WHEREAS, pursuant to a resolution passed by the council
on February 6, 1990, plans and specifications for
the construction of underground electrical
utilities in the alleys between 7th and 9th
Avenues south of Mainstreet and between 8th and
9th Avenue north of Mainstreet have been prepared
by Toltz, King, Duvall, Anderson and Associates,
and they have presented such plans and
specifications to the Council for approvalt
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
HOPKINS, MINNESOTA:
1. Such plans and specifications: a copy of which are
attached hereto and made a part hereof, are hereby
approved and ordered placed on file in t~e office
of the City Clerk.
The city Clerk shall prepare and cause to be
inserted in the official paper and in the
Q;.ul~tru.c..ti2n,Jj,Y1.1~:ttn an advertisement for bids
upon the making of such improvement under such
approved plans and specifications. The
advertisement shall be published twicsi at least
three weeks before date set for bid opening, shall
specify the work to be done, shall state that bids
will be received by the clerk until 10;00 a.B., Oll
the loth day of September 1990, at the City Hall
and that no bids shall be considered unless sea.led
and filed with the clerk and accompanied by a
certified check or bid bond payable to the City of
Hopkins, Minnesota for 5% of the amount of such
bid.

The clerk and city engineer are hereby authorized
and instructed to receive, open, and read aloud
bids received at the time and place her.ein noted,
and to tabulate the bids received. Th~ council
will consi.der the bids, and the award of a
contract, at the reqular City council meeting of
september 18, 1990, in the Council Cha~rs.
