Once adopted, a certified copy of the resolution and the executed agreements will be returned to Hennepin County. QV9rvieW' . The city of Hopkins has been a participant in the Hennepin county CDBG Program for a number of years. Each year the City receives an allocation of COBG dollars from the County to be used for eligible activities. The application as submitted to the County for 1990 CDBG funds includes the following two activities: o Renovation of community Center , o Greater Minneapolis Day Care Subsidy FollowJ.ng sUbmissi.on of the application, staff was notified the total allocation funds to the city for 1990 would be reduced by $919 for a revised total funding of $90,174. SUb-Recipient Agreement CR: 90'.169 Page 2 balvsis. Based on the proposed recommendation, the City Council has the following issues to consider: c What is the purpose of the Sub-Recipient Agreement? The agreemer!ts are a regulatory requirement of the CnBG Program. Before disbursements of any funds can be made, the agreement must be signed between Hennepin County and the city. o What is the rationale behind the proposed funding changs? In 1990 there are only t\'lO programs from which the reduction can be removed. These programs include the following: o Renovation of Hopkins Community Center o Greater Minneapolis Day Care Subsidy Program . The $919 reduction in CBOG funds for 1990 would probably not have a. significant impact on either of these two programs. The Renovation of the Comnuni ty Center is presently underway. The main source of revenue for this project will come from both the 1990 GO bond issue and 1990 COSG allocation. In talking with Jon Thiel, Director of Public Works, he feels that the $919 should be able to be removed from this activity without having any significant impact. If cost did become a problem with this projectl funds could probably be transferred from the General Fund Contingency Fund at a future date. ~he Greater Minneapolis Day Care Association will provide service to Hopkins residents at a level equivalent to the amount of funds allocated. A reduction of $919 would eliminate a subsidy to one household for a six month time period. At the present time they do not have written commitmen.t from Hopkins residents to utilize the entire $15,000 within the next year. However, it appears t.hey have sufficient people on a waiting list to utilize the entire allocation. Their staff has informed the City staff that should the allocation be reduced, that one person that they have tentatively promised assistance would probably not be able to receive that assistance for 1990/1991.. . o What other action is required? with approval of the SUb-Recipient Agreement, the only other action that will be required by the City at some future date is to e~ecute a third party agreement with the Greater MinneapOlis Day Care Corporation. This aqreement is now being prepared. It is understood that with approval of the SUb-Recipient Aqreement the Mayor and City Maneq8r will also be authorized to executa this agreement. Rr . '. Approve the action as requested by staff. Under this action the SUb-Recipient A~reement can be gxecuted as presently drafted. This would allow for a $919.00 reduction in the community Center renovation project. 2. Approval to execute a modified SUb-Recipient Agreement. The city CQuncil has a couple of alternatives under this action. These include the fcllowing: remove entire $919.00 from tne Greater Minneapolis Day Care Subsidy Program. RESOLUTION NO. 90..93 WHEREAS, the City of _l~ has executed a Joint Cooperation Agreement with Hennepin County for the purpose of participating in the 1990 (Year XVI) Urban Hennepin County Community Development Block Grant progrmu; and WHEREAS, Hennepin County is the recipient of an annual grant from the U.S. Department of Housing and Urban Development for purposes of the program and the City is a subrecipient of those funds; and YREREAS, program regulations require that the City and County execute a Subrecipient Agreement which sets. forth the specific implementation processes for activities to be undertaken with program funds. BE IT FURTHER RESOLVED, that the Hopkins City Council hereby authorizes and directs the Mayor and the _.~itx Manager to 6xecute ~~e Stwrecipient Agreement, County Contract Number A 05590 . on behslf of the City.
