This action continues the process of proposed reconstruction of
Mainstreet from Shady Oak Road to Washington Avenue.

The City Council at its regular January 2, 1990 meeting responded to a
petition and ordered a feasibility study concerning Mail'lstreet. Mall
improvements. At its February 6, 1990 meeting the Council authorized
expansion ~f this study to include all of Mainstreet from Shady Oak
Road to Washington Avenue. The firm of Westwood Professional
Services, Inc. was retained to conduct this study and a final draft
has been submitted to the Council.

o Should the Council accept the feasibility report?
Staff finds the report to be complete with viable options
explored and recommends its acceptance. The consultant
engineer from Westwood Professional Services will make an oral
presentation and answer questions - concerning details of the
report.
o Should a hearing be ordered?
Staff concurs with recommendations m.ade in the report and
recommend~ a public hearing to be held at the regular Council
meeting of Septembe.r 18, 1990. Because the scope of this
report is beyond that for which was petitioned# a 4/5 vote is
required to order a pUblic hearing resolution.

RESOLUTION RECEIVING REPORT AND CALLING
FOR PUBLIC HEARING ~ MAINSTREET RECONSTRUCTION

the engine~ring firm of Westwood Professional
Servi.ces, Inc. has been authorized and directed to
prepare a report with reference to the improvement
of Mainstreet from Shady Oak Road to Washington
Avenue by way of street and utility reconstruction,
sidewalk reconstruction, and installation of
lighting and landscape amenities and,
WHEREAS, the consultant engineer has prepared the aforesaid
report for the improvement herein described:
NOW THE~~FORE, be it resolved by the City Council of
Hopkins, Minnesota:
.
1. The Council will consider the aforesaid improvement
in accordance with the report and the assessment of
abuttinq and non-abutting property for all or a
portion ~f the cost of the improvement pursuant to
Kinnesota statutes Chapter 429 at an estimated total
cost of the improvement of $5,933,000.
2. A public hearing will beheld in the Council
Chambers of the City Hall at 1010 First Street South
on Tuesday, the leth day of September, 1990 at 7:30
p.m. to consider said improvement. The City Clerk
shall give mailed and published notice of said
hearing and improvement as required by law.
Adopted by the City Council of the City of Hopkins,
Minnesota, this 21st day of August, 1990.
