SUBJECT: Street P o l i c y Recommendation
Based upon notes and discussion with most Council Members, the
following is intended to be a proposed outline for a revised street
policy. In many areas I have found significant consensus, but
there is not complete uniformity of opinion. I would suggest that
you direct any comments to me, and also that this matter be put on
a work session agenda as soon as possible.
1. Street Widths.
1.1 Streets shall be reconstructed at current width but not
less than twenty feet (20') unless the Council finds
that:
1.11 A twenty foot (20') width would adversely
affect trees or other significant, dosireable
physical features; and
1 1.2 A reduced width would not constitute a distinct
hazard to life or property.
1,2 Factors to be cons i der•ed shall include but not be 1 i ml ted
to safe access of emergency vehicles, snow storage
requirements, availability of parking, and aesthetics.
2. Parking.
2.1 Streets which are twenty -six feet (26') or more in width
would have parking allowed on both sides, Streets less
than twenty feet (2e') in width max be subject to
parking restrictions on an as needed" basis. Parking
restrictions could be established at the time of street
projects or at any future date based upon general City
parking requirements.
2.2 Factors to be considered shall inc l d but not be limited
to staff (Fire Chief) report regarding safety and
emergency vehicles acceae , recommendations of Parking
Committee (1) and neighborhood input.

3. Curb and Cutters,
4. City Financial participation.
4.1 The City will pay one hundred percent (100%) of the cost
of hydrants, sanitary sewer, wat trmeine and storm sewers;
and normally twenty -five percent (25%) of the cost of
street reconstruction.
2.3 Where streets are less than twenty -six feet (25') in
width, the staff shall assist the neighborhood in
identifying areas where existing street width can be
increased to provide additional parking.
3.1 Curb and gutters shall be required on all streets.
Concrete curb and nutters shall be installed where
currently in use, and in other areas unless the
neighborhood presents a petition of not less thafi fifty-
five percent (55%) of the affected property owners
requesting asphalt curb and gutter.
3.2 Asphalt curb and gutter shall be installed wherever
concrete curb and gutter is not used. Design
modifications shall be established as appropriate by the
Council to address drainage and maintenance concerns.
(It is assumed that cost will be relatively equal between
the two types of construction.)
4.2 Factors to be considered in determining the level of City
participation shall include but not be limited to City
financial resources and unusual street conditions.
4.3 The City w i l l maintain records of maintenance cost of
both current and reconstructed streets to assist the
Council in determining future financial participation.
