Staff recommends adoption of the following motion: Move to

Adoption of this motion will result in resolution of the
remaining items left unresolved in the Roadway Improvement
Policy.
The Council has debated for a number of months the merits of
several sections which were previously included in the
Roadway Policy.
These specific issues deal with roadway width, parking
restrictions, drainage issues, and financial participation.
The staff is recommending that either the Mayor's
recommendations or something similar be adopted so as to
allow for the orderly reconstruction of streets in the City
of Hopkins

The Council has the following issues to consider:

staff recommendation?
The Mayor's proposed language covers all four topics
currently unresolved by the policy, although the specific
language on all of these topics is debatable, there is only
one substantive change which the staff would recommend.
Staff vould recommend that the street width be no mess than
20' in width due to the City Attorney's opinions regarding
street width and the associated questions of liability.
o What steps have been taken to notify the public of
this discussion?
The City staff has forwarded a letter to the Neighborhood
Association presidents inviting them to the August 21st
Council meeting to discuss the Mayor's language.
Additionally, the Mayor has forwarded a letter (attached) to
the Association presidents informing of the specific changes
which are suggested by the Mayor.

You have received a notice that the City Council will be
considering the Roadway Improvement Policy on August 21.
The Councilaembers and residents have discussed the policy
at length over a period of several months. Several key
issues have been identified which remain unresolved.
Based upon, my participation in this process and input fr =m
many residents as well as the City staff, 1 believe it is
critical that a clear policy be adopted that can be applied
fairly to future projects. Therefore, 1 intend to present a
proposal for the Council's consideration to include the
following:
1. Street Widths
The standard street width shall, be 26 feet. Streets
which do not meet this requirement shall be
reconstructed at current width (unless a wider street
is desired by the affected residents) but not less than
twenty feet (20") unless the Council finds that:
2. Parking
A twenty foot (20') width would adversely affect
trees or other significant or desireable physical
features: and
A reduced width would not constitute a distinct
hazard to life or property.
Factors to be considered shall include, but not be limited
to, cafe access of emergency vehicles, snow storage
requirements, availability of parking, and aesthetics.
Streets which are twenty -six feet (26') or more in
width would have parking allowed on both sides.
Streets less than twenty -six feet (26') in width eley be
subject to parking restrictions on an "as needed"
basis. Parking restrictions could be established at
the time of street projects or at any future date based
upon general City parking requirements.
Factors to be considered shall include, but not be
limited to, staff (Fire Chief) report regarding safety
and emergency vehicles access and neighborhood input.
Where streets are less than twenty -six feet (26') in
width, the staff shall assist the neighborhood in
identifying areas where existing street width can be
increased to provide additional parking.

The City shall pay one hundred percent
cost of hydrants, sanitary sewer, wate
sewers; and thirty percent (30 %) of the

Concrete curb and gutters shall be installed where
currently in use, and in other areas unless the
neighborhood presents a petition of not less than
fifty -five percent (55 %) of the affected property
owners requesting raised asphalt edge.
Raised asphalt edge shall be installed wherever
concrete curb and gutter is not used. Design
modifications shall be established as appropriate by
the Council to address drainage and maintenance
