CITY /HRA AGREEMENT SECTION; 8 SERVICES

Staff recommends adoption of the following motion: Move to_approve

Recently the City Council approved action to change the existing
staffing concerning the Housing/Rehabilitation Loan Grant Program and
the Section 8 Rental Assistance Program. Under this change the
Housing Coordinator will be hired to undertake administration of a
variety of possible housing programs including Housing Rehabilitation.
The Section 8 Program will be coordinated by a. part -time HRA employee.
In order to facilitate an HRA employee administering a City program,
an agreement needs to be approved between both of these groups. In a
situation such as Hopkins where there is very little separation
between the City and HRA such an agreement really doesn't have any
major significance for either party. This is done more to satisfy the
statutory requirements which state that cities and HRA's are two
separate entities.

It is Hereby Agreed that the City of Hopkins and the Hopkins
Housing and Redevelopment Authority (HRA) herein enter into an
agreement for the coordination of the HRA Section 8 Rental
Housing Program. This agreement is subject to termination at any
time by either the HRA or City staff. The effective date of the
agreement is
The Hopkins HRA shall furnish staff to perform all duties for
coordination of the HUD Section 8 existing Ren.ta? Assistance
Program. The City shall agree to perform all accounting services
in conjunction with the program. The City shall perform all
inspection services for the Section 8 Program with reimbursement
by the ERA.
The City of Hopkins shall agree to provide payment to HRA Staff
coordinating the HUD Section 8 existing Rental Assistance Program
with revenues provided to the City by the Metropolitan Council
for coordination of this program. Such payment shall be based
upon the terms of an employment agreement executed between the
HRA and Section 8 Coordinator.

All funds received by the Metropolitan Council for payment of
Administrative services shall be placed in a separate fund by the
City of Hopkins to be utilized by the HRA either for coordination
of the Section 8 Rental Assistance Program or payment of
miscellaneous expenses relating the HP.A's Public Housing Program.
