Overview.
Council authorized plans and specifications for an alley underground
utility project. Plans were drawn up with a target construction date
of fall 1990, and Council approved these and ordered bids.
PrimaryYssues to Consider.
o W hat were the bid results?
Only one bid was submitted in the amount of $418, 400. This
exceeds the engineer's estimate by approximately $135,000.
o What is staff's recommendation?
Since only one bid was submitted and it exceeds the project
budget, staff recommends that Council reject this bid and open
the project to another bidding phase at a later date. Perhaps
Council will have a clearer view of a possible construction
schedule of Mainstreet and can reopen this project
accordingly.
TIF funds committed to this project need to be encumbered by
fall 1992.
