continue on the Capital. Improvements Plan.
Overview.
Since July, City staff has been working on the preparation of the
1991 -1995 Capital Improvements Plan for the City of Hopkins. At this
point the plan has been reviewed by the City Manager and Finance
Director as well as by the Park Board and the Planning Commission.
The Capital. Improvements Plan is; in draft form. Certain naps and
other graphics are still being prepared and will be incorporated as a
part of the final adopted plan.
Although the action requested by the City Council only involves the
scheduling of a public hearing, the City Council is encouraged to make
comments or ask questions an the plan as a part of the Councils'
initial. review on Tuesday night. Obviously, the Council will have an
opportunity to fully comment on the proposed plan as a part of the
public hearing process on October 2,

o What is the purpose of the Capital Improvements Plan?
The narrative information contained within the front portion of the
Capital. Improvements Plan fully describes the purpose of undertaking a
capital improvements planning process.
To briefly summarize, the Capital improvements Plan is a five year
forecast of project and equipment needs in the City of Hopkins. It is
intended to alert the Council and citizens to the major capital needs
on the horizon. The Capital Impre ement Plan is intended to be a
planning tool and is therefore ;structured to present a meaningful,
long -range perspective of the City's capital programming needs. At
the same time, sufficient program details are provided to enable those
who review the information to make informed decisions on the
programmed projects over the next five years. The first year of the
plan presumes an adopted capital budget. The remaining four years
represent an estimate of project needs and funding capabilities of the
City.
o What were the comments made by the Planning Commission and Park
Board?
The Park Board reviewed the Capital Improvements Plan during its
meeting on 8/20;90. No formal comments ware made by the Park Board on
the proposed plan.
The Planning Commission reviewed the Capital Improvements Plan during
its meeting /28/90. Comments or questions raised by the Planning
Commission pertained to the purchase price of Maetzold Field, status
of the golf course project, and the improvement of certain streets. A
question was also asked reciarding whether it would be more appropriate
to lease certain capital equipment versus purchasing the equipment.
The Planning Commission did not provide any other comments-regarding
the deletion or addition of projects or equipment to the Capita].
Improvements Plan.
o What are the highlights of the proposed. Capital. Improvement Plan?
The proposed Five Year Capital Improvements Plan outlines
projects totalling $25,201,054 over the 1991 -1995 period.
The Capital Improvements Plan also suggests $2,300,000
in unscheduled projects. For 1991, $6,030,992 in projects and
equipment are proposed,

A major project contained within the Capital Improvements Plan
include the Hainstreet Reconstruction Project (page 47 & 48) .
Obviously, the inclusion of the Mainstreet Reconstruction
Project in the plan is contingent on the up- coming Council
decision . )n this matter.
Several deviations are proposed to be made to the City's 20
Year Equipment Replacement Program. These include a Heavy
Rescue Vehicle (page 94) , a Miniature Thermal Imaging Camera
(page 85) , Police Administrative Vehicle (page 99) , a Police
Copy Machine (page IOC) and a Standby Radio Base Station
(page 128).

Other major projects include improvements to the Moline
Treatment Facility (page 27), an Excelsior Avenue (Co.Rd.3)
Beautification Project (page 52) , a possible golf course
project (page 68) as well as several other street improvement
projects.
From an equipment perspective some of the larger expenditures
pertain to the acquisition of a heavy rescue vehicle (page
94) , a front-end loader (page 107) , and refuse trucks (page
120).
1. Adopt staffs recommendation regarding the scheduling of a
public hearing for October 2, 1990.
2. Approve the action as recommended by staff but set a different
date for the public hearing.
