By adopting this mot ion, the city Counc i 1 is making a determi:nat.ion
that the pUblic purposes for which the property was utilized have
ceased and no public purpose to justify its retention as City property
exists.

The property at the corner of 11th Avenue and County Road 13 is I
currently owned by the City of Hopkins. The parcel currently extends
along county Road #3 to 8th Avenue~ In the past, thi.s area has been
used for leased parking and to provide access to the City water tower
facilit.y~
,. In order to declare a property surplus the City C01J,n-cil needs to pass
a resolution. The reasoning behind declaring this property as
surplus, i. to facilitate the transfer of this proper'cy to the BRA as
recently approved by the City council and BRA. 1

Based on the motion recommended, the City has the following issues to
consider?
- Why should this property be declared surplus?
The City bas no demonstrated need for this property as it curI'entl~.r
exists. The City has an established policy that surplus property can
be donated or sold to the HRA to help facilitate development. By
declaring it surplus, the city can undertake the above sale.
- What are the current site characteristics?
The total parcel contains 105,471 square feet. Recently, the Zoning
and Planning Commission approved the lot division in whi.ch the parcel
i.n question would be 38,681 square feet.
This parcel is currently designated as "commercial ~f in the
Ct>mprehensive Plan. It is listed as ~fB-J" in the Zoning Ordin~nce.
- Are there any future uses that the city itself has planned for this
. site?
No~ The City haa some plans to expand the well facility located to
the south of ths property. But this expansion would have no impact on
ths area bslnq declared surplus.
While the sits doeg have the dimensions necessary to develop a small
building t etaf! has long supported the idea that the valu.e of this
property is more t.O the future redevelopment of the whole areal not
just this parcel.
With the declaration of 'the propert.y as surplus the city will be
selling the parcel to the Hr~ to help facilitate its future :

RESOLUTION DECLARING CERTAIN
PROPERTY AS SL~PLUS
WHEREAS i the City of Hopkins is the owner of oertain property located
at the corner of County Road #3 and l~th Avenue and legally
described as follows:
That part of the abandoned Great Northern Railroad right-of-
way in Section 241 Township 117 North~ Range 22 West and
Section 25r Township 117 North, Range 22 West of the 5th
principal Meridian lying East of the fOllowing describ9d
line:
Commencing at the Northwest corner of the Northeast Quarter
of the Northwest Quarter of Section 25, Tow~ship 117, Range
22; thence run Northwesterly at an angle of 90 degrees, 18
minutes 22 seconds with the North line of said section for a
. distance 49.9 feet; thence deflect 90 degrees right for a
distance of 668,08 feet; thence defl~ct right at an anqle of
90 degrees, 26 minutes 06 seconds a distance of 239.0 teet
alonq a line hereinafter referred to af; LiJ.1e "An j;' thence
deflect left at an angle of 90 degrees for a distance of 45
