RECOMMENDED ACTION
MOTION TO Approve Resolution 2026-022 Supporting an Application to the
Metropolitan Council’s Active Transportation Grant Program.
OVERVIEW
To apply to the Metropolitan Council Active Transportation Grant Program, the City
Council needs to approve a resolution of support.
Active Transportation Program
Metropolitan Council’s Active Transportation Funding to support local bicycle facilities,
local pedestrian facilities and active transportation planning projects for the seven-
county Twin Cites region. Eligible projects for the local bike facilities category include
elements that support bicycling such as bike rack installation, bicycle repair stations,
benches, and wayfinding. In 2023, the Minnesota Legislature approved a new regional
sales tax for the Twin Cites region. A portion of this funding is dedicated to active
transportation projects and distributed to the Transportation Advisory Board for scoring
and administered by the Metropolitan Council. The new funding source is expected to
provide up to $24 million annually for active transportation initiatives.
City of Hopkins Grant Application
The City proposes using grant funds to support active transportation by implementing a
long-term secure end of trip facility in the municipal parking ramp as recommended by
the City’s End of Trip Facilities Plan for an active commuter hub in Downtown Hopkins.
The active commuter hub provides a one-stop shop for long-term micromobility devices,
which are small, low-speed, human or electric powered transportation devices that
include bicycles, scooters, electric assist bicycles, electric scooters, and other small
wheeled conveyances. The active commuter hub serves as a convenient and secure
facility for people who will be in Downtown Hopkins for several hours or more, including
overnight micromobility parking. Amenities include personal lockers, a bike pump and
repair station, high-visibility exterior branded signage, wayfinding to/from the hub,
secure rack styles, closed-circuit video, lighting, and a prefabricated facility with door
lock hardware.
Planning & Economic
Development
Micromobility as a commuting option is increasing in popularity, especially with the
number of trails and bike paths in Hopkins and increasing technology and popularity of
electric powered transportation devices. Non-car transportation modes help lower
greenhouse gas and congestion impacts for the transportation sector and contributes to
a more sustainable community. The proposed active commuter hub will serve as an
important amenity to provide well-designed, convenient, secure, and accessible
micromobility parking in a cost-effective manner to encourage sustainable transportation
in Hopkins.

RESOLUTION SUPPORTING APPLICATION TO THE METROPLITAN COUNCIL’S
ACTIVE TRANSPORTATION GRANT PROGRAM
WHEREAS, the Metropolitan Council is soliciting applications to their Active
Transportation Grant Program for transportation improvements for local bicycle facilities,
local pedestrian facilities, and active transportation planning and
WHEREAS, the Metropolitan Council has approximately $24,000,000 available
annually in grant funding for active transportation initiatives; and
WHEREAS, the City of Hopkins is a municipality within the seven-county Twin Cities
region of the Metropolitan Council, and is therefore eligible to apply for funds under the
Active Transportation Program; and
WHEREAS, the City Council reaffirmed the goals of supporting active transportation
and promoting Hopkins: Car Optional in 2026; and
WHEREAS, the City has the institutional, managerial, general maintenance and
financial capability to ensure adequate project and grant administration ; and
WHEREAS, the City certifies that it will comply with all applicable laws and regulations
as stated in the contract grant agreements.
NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins
hereby authorizes the City Manager and/or his designee to submit an application for the
Metropolitan Council Active Transportation grant funds and execute such agreements
as may be necessary to implement the project on behalf of the City.
