Approval of this motion will formally adopt the 1990 Comprehensive
Plan in its final form.

On November 7, 1989 the City Council adopted the 1990 Comprehensive
Plan contingent on Metropolitan Council approval. Th~ Metropolitan
Council reviewed the new Comprehensive Plan and required a chanqe
regarding a potential LRT extension. The Comprehensive Plan that was
distributed to the City Council in the spring reflected the chanqe
made by the Metropolitan CounciL
On October 25, 1990 the Metropolitan Council completed its review of
the amendment. The report stated the Hopkins amendment is in
conformity with metropolitan system plans and consistent with other
chapters of the Metropolitan Development Guide.

o What was the change the Metropolitan Council reco~~anded?
The Metropolitan Council made the following finding: An LRT extension
of the Southwest corridor to the northwest (via the HCRRA right-of-
way) would not be consistent with the HCRRA comprehensive LRT plan or
the Council approved RTB Development and Financial Plan for LRT. Both
of these regionally accepted plans include an extension to the
southwest following the Chicago and Northwestern railroad right-of-
way.
The Comprehensive Plan was changed to reflect the Metropolitan
Councils recommendation.
o What is the background for this amendment?
On November 7, 1989 the City Council approved the 1990 Comprehensive
Plan contingent on the Metropolitan '::ouncils approval. The 1990
Comprehensive Plan was sent to the Metropolitan Council for review.
On March a, 1990 the Metropolitan Council reviewed the 1990
;:.. Compr4lhensive Plan and required the Plan be changed with respect to
...., , the potential LRT extension to the northwest. The Ci ty was then
required to submit a minor comprehensive ~lan amendment to reflect the
required change by the Metropolitan Council. The Metropolitan Co~~cil
acted on this minor amendment on October 25, 1990.

Metropolitan Land Planning Act authorizes the Metropolitan
Council to require the plan modification.
2. Do not approve the Comprehensive Plan in its final form. By
not apP:t'oving the Comprehensive Plan with the amendment, the
Metropolitan Council will not approve the new Comprehensive
Plan.
3. Continue for further information. If the City Council dtisiqn
furthsr information, the item should be continued.

RESOLu~'ION MAKING FINDINGS OF FACT AND
ADOPTING THE COMPREHENSIVE PLAN
WHEREAS, the City Council of the city of Hopkins held a public
hearing on october 3, 1989 to review the draft
Comprehensive Planj and
WHEREAS I the city Council at their workshop on october 10, 1989,
made final recommendations to the Plan;
NOW THEREFORE BE IT RESOLVED, that the Comprehensive Plan is
hereby adopted with the following Findings of Fact:
1. That the Comprehensive Plan goals are consistent with
the city's goals.
2. That the Comprehensive Plan outlines various projec'ts
that are consistent with the goals of the city.

staff recommends adoption of the following motion: Move that

The effect of this motion will be to increase the pension
benef~ts effective January 1, 1991 and to maintain the
previously apprcved long~term strategy for managing pension
costs.

In June 1989, the city council considered and approved a
pension increase for the Fire Relief Association from $2,000
to $2,500 per year of service.
. Additionally, the City council approved the concept of
annually considering an inflationary increase ,to the City's
pensi~n contribution to the Hopkins Fire Relief Association.
In response to these motions, I have met with the Fire
Relief Association to discuss the banafit level for the Fire
Department. Based upon these discussion and the previ.ous
Council action, ! am recommending that the City Council
approve the increase in benefits to $3iOOO per year of
service.

Fire Relief Association Pension Increase
Staff Analysis_of Primary Issues
o Wh.at was the Inflationary Increase strategy?
The concept which was adopted last year by the Fire
Department and the City council allows for the City to
annually contribute to the Fire Department the same amount
it did the previous year with an inflationary factor which
would be consistent with the increases to the other
departments within the city.
For 1991, an increase of 3% for department expenses was
allocatedt therefore, it was proposed that this year's
allocation to the Fire Rellef Association be increased by
3%. This amount equates to $23,100 for 1991. The payment
to the Fire Relief Association in 1990 was $22,500.
The basic tenants of this agreement are as follows:
1.. The city contribution is based upon a set dollar
amount which will go up or down at the rate
~ ~oneistent with other departments operating
1ncreases or decreases.
z. Benefit levels to the Association membership may
go up or down depending on the amount of funds
available within the Association fund balance.
3. The purpose of this program is to allow the
maximum benefit allowable with ~he monies
available to the Association.
4. The City will benefit by having the knowledge of
what it will contxibute each year, which allows
for easier long-range planning.
5. Thls agl'eementallows the Association to know that.
the more profitahle the Association is in its ,fund
management, the higher the return and therefore,
the hiqher the benefit level which can be
attained.
6. Increaeed benefits will entice firefighters to
. stay with the Fire Department longer which will,
. over time, allow for savings on training and will
;,: entice good firefighters to the department.

other cities?
The staff has conducted a survey of several surrounding fire
associations and found that the benefit level just proposed
would be slightly above ($200) the average benefits of
those communities surveyed.
o. How much is budgeted for the 1991 payment to the
Association?
The staff has allocated a 3% increase in the ~991 budget.
The amount paid in 1990 is $22,500. The amount proposed for
1991 is; $23,100.
