At the city council workshop on August 14tn the city Council
discussed bingo as a primary use in Hopkins. A
representative from the Ja}'cees requested the Council to
consider allowing bingo as a primary use in the B-2
district. Two residents from Interlachen Park also appeared
before the Council. They stated they did not want bingo as
a primary use in Hopkins.
The Council discussion focused on the image of bingo, bingo
as an accessory use VB. primary use, and allowing bingo as a
.. primary use in the B-2 district 0
The moratorium on the use of Bingo as a primary use expires
on September 4. At the me~tinq the Council will have to
make a docisiob to either extend the moratorium or to let
the moratorium expire.
The following are general alternatives which the Council
has:
- Leave the ordinance as is whereby bingo would be
allowed as a primary use by CUP in the B-3 20ne and
as an a;,ccessory use. uy leaving the ordinance as is
there is no action rp-quired by the City Council.
The moratorium could be allowed to expire.
- change the ordinance to allow bingo as a primary use
in another district along with the B-3 district.
- Chanqa the ordinance to allow bingo as a primary use
in another district and r~move bingo as a primary
use from the B~3 district.
- Chang$ the ordin~nce to eliminate bingo as a primary
use in the entira City and only allow bingo as an
accessory use.

. A changa in ths ex.isting ordinancef or if further
information is needed, will require the moratorium to be
eutended. If the ordinance is to be changed the schedule
would be the following:
- Sept.ember 4., City council extends the moratoriulU
- September 25, Zoning and Planning Commission reviews
proposed ordinance
- October 2( First Reading of proposed ordinance
- October 16! Second reading - Council orders
ordinance published
- Ordinance effective 20 days after publication
If bingo is eliminated from the City as a primary use,
another option for CO!.lncil is to put a limit on bingo as an
. a.ccessory use. Currently, there are no standards
pertaining to accessory uses and when they become a primary
use. It is up to the Zoning Administrator to make an
interpretation. If the Council is concerned that bingo as
an accessory use may be stretched to the limit, the zoning
ordinance could be amended to place greater restrictions' on
. bingo as an accessory use. Another alternative would be to
amend th$ Cityfs policy pertaining t.o charitable gambling
whereby qreator restrictions could be placed on bingo.
With reSpBct to accessory uses the Zoning Ordinance
curr$ntly states the following: section 535.05 n) Other
uses cust.omarily associated with but subClrdinate to
" permitted use, as allowed by the City. Currently the Zoning
Ordinance does not; ha.ve a section on the limits of accessory
uses, a new section would have to be added.
If a new section is added that would detail the limits on
bingo as an accessory use, the schedule would have to be
backed up a month to provide staff more time to develop an
ordinance.
The Business council reviewed the use of bingo as a primary
use at their August 16t.h lli5eting. The Business Council
indicated that. bingo as a pr imary use in the B-3 district
was acceptAble. However, if bingo as a primary use is
allowed in the B-2 district, parking should be provided.
Attached is a resolution that will extend the moratorium on
8inqo as a primary use until December 4, 1990 or until tha
enac'cment or clenial of a zoning amendment, whichever comes
first.

A RESOI1UTION Ea~ENDING THE MORATORIUM ON BINGO HALLS
WHEREAS, the city of Hopkins has approved Ordinance No.
90-674 establishing a moratorium on bingo h.alls,
WHEREAS, the mora tor ium e};..~ires on September 4, 1990,
NOW THEREFORE, BE IT RESOLVED by the City council of
the City of Hopkins, Minnesota,
Effective upon the adoption of this r~solution the
existing moratorium or! bingo halls shall be extended to
December 4, 1990 or upon the enactment of a zoning amendment
concerning this matter, whichever comes first.
. Passed and adopted by the Council of the City of
'Hopkins, Minnesota at a regular meeting held the 4th day of
September, 1990.
