Staff reccIJlJllends the following motion: Move that the HO'Pki_ns city co~ncil not contribute ~23.000 to fund th~ Southwest community News in 1.991..L Adoption of this motion will free up the $23,000 to be used for ather City purposes but will also adversely impact the Southwest Community News program. 9VU'Vio... The Southwest Cable commission Operating Committee will recommend that the Southwest community News be funded for 1991. The cost of the show will remain the same. Each city contributes 20% or $23,000 per year. The question is whether the City is getting the most for its money by . supporting the news show. According to the recent survey 1 there are approximately 500 or 600 Hopkins residents watChing the news show. The remaining oi tizens of Hopkins are not benefiting through the city's investment in this show. Staff is recommending that the money be used to fund a communications coordinator. The following is an analysis of how the cost of funding the news show affects the City of Hopkins. Hopkins will receive approximately $35,000 in franchise fees in 1990. The money will be spent as follows~ SWSCC 8,560 SW Community News 23,000 city Administration 3,000 Miscellaneous (salaries, tapes, etc.) 2~OOO TOTAL 36,560 As you can see, the city is spending more than it is taking in. This shortfall is made up by interest earnings on the remaining money in the Cable TV account. The estimated franchise fee for 1991 is approximately $48,000. An estimated budget would be as follows: ~ SWSCC 12,600 .. SW COlDll1uni ty News 23,000 city Administration 3,800 Miscellaneous ~QOQ TOTAL 41,400 As you can see Hopkins is left with less than $7,000, plus the interest on the money in the Cable TV account, to fund any additional cable shows. Does the city need a communications coordinator? The city could fund a communications coordinator entirely out of cable funds if t.he clty did not support the news show. This individual could produce cable programs for Hopkins as well as providinq for improved communications to all citizens. A proposed job description is attached. ~ The discussions concerning the Mainstreet reconstruction c', proj eet indicate a need for such a post tion. A number of Vi'" citizens are convinced that the cost of the project, to the ~: taxpayers, is over 6 million dollars. Southwest Community News Page :1 All of the departments have indicated that t.he Southwest Community News is not the best mathod to communicate information to the citizens. If Hopkins did not contribute to the News show what impact would that have on the show itself and on the city's relationship with the rest of the cable commission? The impact on the news show itself, if Hopkins does not contribute its $23,000, will be significant. The other cities have indicated that they are unwilling to make up Hopkins' share. Therefore, while the show may continue, it will have to be modified in some way. staff may be laid off or the number of shows might be reduced. The City of Hopkins would not be featured on any future Southwest Community News programs. Since th~ other cities in the Southwest have already decided to fund the show ther~ may be some resentment toward ijopkins . for pulling out. ~1~.r.Dative5: 1) Accept staff's recommendation.
