CONTRIBUTION TO NLC LEGAL CENTER
Proil'osed Action
It is recommended that the Council approve the following motion: That tbe qtx
contribute $250 in ~upport of the National Lea~e of Cities (NLC) Lesal Center~
Overview:
Since its establishment in 1983, the NLC Legal Center has been an effective advocate
of the interests of state and local governments in over sixty cases befor.e the ~
Supreme Court of the United States. The Legal Center has proven arl effective ally
for cities confronted with the kind of formidable opposition presented by expert
~ounse1 before the Supreme Court. Financial support from local governments its
necessary to assure that this organization can continue to function.

The primary issue to consider is whether the support of this organization will be
advantageous to the City of Hopkins.

within the public purpose and chat the amount requested is a modest investment in a
matter that could be of crucial concern to all cities.

I have reviewed the material in support of a $250.00 contribution
to the National League of Cities legal center.
Two recent decisions by the U. S. Supreme Court affecting directlY
the principal of compensatiG~ in the restriction of property
rights has considerably heightened concern over the direction
the Courts have taken or may take in the future.
. I believe the contribution be within the public purpose and the

. This If~t ter is a reminder about a very important matter--one that
urgently needs your personal attention and support. The fund dr i "'e
for the State and Local Legal Center is well underway. It has been
met with great enthusiasm by our city officials, bu t we are still
short of meeting our goal.
The urgency of support for the Legal Center is clearly revealed in
an article on Supreme Court litigation that appeared recently in
Governing, the new magazine for state and local government
officials. We are sending you a copy of that article! which
discusses the importance of Supreme Court Ii tigation and the role
played by the Legal Center in he ?ping cities and states with
critical cases affecting all of our j ur isd j ctions. I t is obv ious
that in four short years the Legal Center has gained the respect of
the Court and long-time Court observers.
Since it's establishment in 1983, the Legal Center has been an
effective advocate of the interests of state and local governments
in over sixty cases before the Supreme Court of the United States.
The Legal Center has proven an effective ally for cities confronted
with the kind of formidable opposition presented by expert counsel
before the Supreme Court. But unless the current funding e f f or t
succeeds, the Leg3l Center will no longer be there to advance the
interests of states and local governments before the Supreme Court
of the united states.

Conference of Mayors, and the International City Management
Association have joined together in writing our members urging each
to support the Legal Center. We hope your city will join the more

Adoption of this motion will allow the application to be
considered by the Charitable Gambling Control Board.
OVerview.
On January 11, 1988 the V.F.W. Post 4425 Auxiliary made
application for the annual gambling license renewal at 100
Shady Oak Road. There have been no problems or violations
at this location. This application complies with the
existinq gambling policy.
