AWARD OF PARKING RAMP BIDS AND CONTRACT
AND APPROVAL OF UNDERGROUND UTILITIES WORK

Staff recommends adoption of the following motion: Hove to recom~

This recommendation will allow the Mayor and city Manager to execute
the contract to facilitate construction of the ramp. If approved, the
contractor should be ready to proceed with start: of construction
within a few days of contract execution.

Recently the City Council authorized the sOlicitation of bids for the
construction of a downtown parking ramp.
Sid opening vas on June 2.. Five contrcators submitted proposals. The
low bid was Adolfson , Peterson of Minneapo1is.Approval of bids will
allow for the construction of the ramp to beqin on or before June
14th. Issues regarding the alley south of Mainstreet need to be dealt
with but can wait until mere information is available.

The bid proposals include the following:
- direct ramp construction costs
- required adjacent site improvements
- optional improvements
. construction of pylon signs (Alternative '2) ,c
. sidewalk south of Mainstreet buildings (Alternative '1) ">
In awarding the bid, the city council has the ability of removing one
or both of the optional work items.
Also quoted are unit prices. These are the costs for additional work
should it be necessary. An explanation of the unit prices has been
included as an attachment. The electrical utility work necessary for
construction of the ramp is a separate work item which is the
responsibility of the City. Therefore a separate contract needs to be
executed to facilitate its' completion. The majority of ~ork ~ill be
completed by NSP with some by a private electrical contractor.
.;. The construction schedule as detailed in the bid documents c&118 tor
Phase I to be completed by October 31, 1988, with total completion by
December 15 t 1988.
Analysis.
Based on the recommendation, the city Council has the following issues
to consider:
- Is the cost of the ramp in line with the original estimate?
The oriqinal CQ~t estimate for the ramp is detailed on the enclosed
memo "Parking Ramp & Related Costs." This esti.mate included the
following:
$ 1,897,000 - Direct Ramp Cost
205,000 - Required site Improvements
95,000 - Optional Work Items
105.000 - Architectural & Design
$ 2,302,280
The $ 1,789,000 bid from Adolfson & Peterson includes all of the above
work items except the Architectural & Design cost~ and $80,000 for
electrical utility work. Therefore, the actual bid price is
substantially 1&55 than the estimate.

- Have all temporary parking/pedestrian issues been considered?
The temporary parking lot is presently being constructed south of
Suburban Chevrolet. It will be ready by the start of cons~ruction.
The staff has reviewed the final plans with the architect to insure
that pedestrian access and safety issues have been considered.
- Does the City have the option at this time of not building the
raJ\\p?
The aqreement which the City has with Norvest/Lexington Company states
that jf the direct development cost of the ramp exceeds $2,139,500 the
City has the option of terminating the agr.ement and not buildinq the
ramp. The construction cost is below this amount. Therefor, fro. a
legal. contractual standpoint the City is obligated to undertake
construction.
- How should the optional bid items be dealt with?
. Basically the optional work items fall into two categories:
- to be awarded as part of the ramp construction contract
- separate contract
Those items in the first category involve the following:
- construction of the sidewalk south of Mainstreet buildinqs
- construction of two pylon signs
Both 01 the items can be deducted from the contract either at the time
of contract award or with acceptable notice to the contractor.
The staff would reco~~end that at a minimum, the sidewalk construction
which is to be approved as part of the overall contract. To date the
staff bas not received all the necessary information concerning the
undergrounding of utilities in this area. At such time as all this
information is available, the Council can make a decision as whether
to undertake this item or have it deleted from the contract.
A variance is necessary to construct the pylon signs. The City
Attorney /' in reviewing this matter, feels that there is no hardship
justification. Therefore, the staff has not submitted this item to
Zoning and Planning Commission or the City Council for action.

The work items ~hich will have a separate contract involve electrical
utility work adjacent to the ramp. There are basically two separate
areas involved:
- Crestland/K.C. Hall
- lOth/11th Mainstreet block

Because of the location of the utilities, new serJice will have to be
prov ided to the Crest 1 and/K . c. Hall. The staff feels that
undergroundinq ~~ese utilities is the only logical option. The cost
of this work will be approximately $5,000.00 ~ith no anticipated cost
to the property owners.
Becaus~ this is a necessary work item and with the construction time
schedule, approval to award a contract for this work is required at
the time of the ramp construction award.
The underqrounding of the lO/llth Hainstreet alley is somethinq that
is optional. They can remain overhead and do not interfere with
. construction. However, from the standpoint of an overall aesthetic
improvement of this area, the staff would recommend undertaking this
item.
At tb. present time the staff h~s hired an electrical contractor 1:0
inventory each building in this area to determine the specific cost of
such an improvement to each property owner. Once the staff has the..
figures, we can determine support from the owners for the project and
return to the Council for specific action.
Alte:r:n~tives.
1. Approve the two motions as recommended by staff. This
would allow for construction to be undertaken in
accordance with the proposed schedule. The sidewalk work
could be deducted at a later date if the Council so
desires.
2. Do not approve award of either two contracts. If the
Council undertakes this action, there will be legal
ramifications because of the contrcat with Norwest
Properties.
3. App~ove the award of the two motions with deletion of
both or neither of the two optional work items (pylon
signs and sidewalk construction) . In this situation they
would be added or removed at a later date with acceptable
notice from the contractor.
