Baokground.
A. petition ror a concrete alley in the block mentioned was reoeived on
April , B , 1988. The Council, by re~olution, ordered an Engineer's
Report.
The alley 1s an asphalt alley 1n poor condition. It has rece.tvad
normal maintenance but is in need of restoration.
The alley baa Q natural slope to the south. No storm sewers w111 be
needed prior' to constructing a oonor~te alley. A normal installation
is expected with ~o anticipated extras over the estimated costs.
Numerous driveways front on the alley. Repairs will be made with
asphalt between the new concrete alley, if constructed, and those
dr1 vewaYlJ . The cost.s of tho individual driveways w:lll be assessed to
the properties where installed.
Analysis.
The properties affected by this project are Lots 1-24 inclusive, Block
99, West Minneapolis Second Division.
The estimated costs for the installation ot a concrete alley in this
~ bock io $17,300. City policy io to pay 20J of tbe cost of the
concrete, or an estimated $3,460. This would bring the estimated
assessable costs to $13,840 plus admini~trat1ve costs for a total of
$15,916.
There 1s about 1 ,186 assessable footage in this alley. The esthlated
cost per 50 toot lot is $671. To that amount will be added any cost
for repair between existing driveways and the new alley. These
rapairs would be made on an individual basis after consultation with
the different owners.
Issues to consider before ordering a public hearing;
- Will the improvement add to the value of the property?
The present condition of the alley has a negative impact on the value
of the adjacent properties. A new concrete alley will raise the
property value at least by the amount of the assessment.
- I.r'e the costs comparable with previous proJects?
The estimated costs are in line 'Nith similar projects in previous
years and reflect a favorable construction climate in 1988.
- Should the assessment pl'ocedures continue with a public hearing?
~ The petition eo presented was signed by representatives of 46J of the
property fronting on the alley. The alley 1s in poor shape and in
need of restoration.

RESOLUTION NO. 88-47
A RESOLUTION RECEIVING REPORT AND
CALLING FOR HEARING ON IMPROVEMENTS
WHEREAS, pursuant to Resolution No. 88-33 of the
Council adopted Hay 3, 1988, a report has been prepared by
Gordon Anderson, Director of Engineering, with reference to
improvement of Block 99, West Minneapolis 2nd Division by
the construction of a replacement north-south alley with
center drainage slope thereon and this report was received
by the Council on June 7, 1988.
. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
HOPKINS, MINNESOTA, as follows:
l~ The Council vill consider the improveme~t of such
alley in accordance with the report and the assessment of
benefiting property for all or a portion of the cost of the
improvement pursuant to M.S.A., Secs. 429.011 to Sees.
429.111, as amended, at an estimated total cost of the
illlpro'l'ement of $1.5,916 for concrete surfacing and $1,679 for
grading and blacktop to meet existing driv~ways and will
further consider the market value before and after said
improvement, of the property affected thereby.

. 2. A public hearing shall be held on such proposed
improvement on the 5th day of July, 1988 in the Council
Chambers of the City Hall at 7:30 o'clock P.M., and the
Clerk shedl give published notice of s'l1ch hearing and
improvement as required by law.
Adopted by the Council of the City of Hopkins,
Hinnesota, this 7th day of June, 1988.
