TEMPORARY PARKING PLAN- PARKING COMMITTEE RECOMMENDATION propo~e~Action~ At the last Parking Committee meeting the Committee initiated discussion and recommended that the temporary parking plan be changed to allow 2 hour parking on both sides of lOth Avenue soutb. Staff disagrees and recommends the following motion: "Reject the proposed change in the temoorarv 'Darkincr Dlan al'lQ. allow it to remain as adooted as it will be monitored throuahout the construction of the ramo for oossible changes". The adoption of the motion made by the Parking Committee will make available more short term parking tor customers. The staff, however, has a concern that this change will also will add pressure to the available long term parking in this area which is already at a premium. Overview. At the May 10 City council Workshop, the Hopkins City Council, in ... conjunction with the loth/11th Avenues Parkinq Ramp construction, approved the enclosed temporary plan. While reviewing this plan at the May 18 Parking Committee meeting, the parking Committee felt 10th Ave. South should be changed from all day to 2 hour parking to provide an adequate amount of short term parking during construction of the parking ramp. They subsequently approved a motion reflectinq this change. Temporary Parking Plan . Page 2 Anal y.sis. The temporary parking plan, as previously adopted, is detailed in the enclosed report from the May lOth Council Workshop. Based on this report and the proposal recommanded, the Council has the following issues to consider: - What are the reasons for the Parking Committee actions? In developing the temporary parking plan, staff hele meetings with these 2 groups: area businesses and the Parking Committee. These qroups expressed a major concern about providing adequate short term parking near lot #400. At that time the following were the ideas for short term parking: -remaining 69 spaces in lot #400 -additional 10 parallel spaces in lot .400 -use of the temporary lot south of Suburban Chevrolet -West side of 11th Avenue be re-signed (24 spaces) -both sides of loth Avenue be re-signed (36 spaces) . When putting the plan in place, staff determine~ that enough short term parking would be available without re- signing loth Avenuec On May 18, the Parking Committee still expressed a concern about the lack of short term parking near lot * 400 and felt the re-Biqning of lOth Avenue must be done. With long term parking available in the permi.t lots and south of County Road .3, the Committee wanted to assure that short term parking would be at hand if needed. The groups who are using the all day, on street parking at this time would have to adapt and be willing to accept their share of the burden during the construction of the ramp. - How would this change in policy along loth Avenue S, recommended by the parking committee, impact the area? One of the major reasons for the construction of the parking ramp is the lack of available parking south of Mainstreet. Currently, long term parking in the area is a high demand item and the City has little available space. By removing approximately 30 more parking stalls the City may be forcing more employees into residential streets or into playing the "3 hour move your car" game. All day parking is available south of County Road #3, but in the past, it has been impossible to get employees to use this lot because of the physical and mental barrier created by County Road #3. - " Temporary Parking Plan . Page 3 The temporary parking plan appears to provide enough parking for short term needs. Staff plans to monitor the situation in this area very closely throughout the construction of the ramp to insure that this need is being adequately addressed. - Is this change necessary at this time? In developing Phase I of the ramp, the city will be losing 145 parking space. The temporary parking plan, as adopted, is providing more parking then is currently available. Of the 145 parking spaces lost, only 47 are utilized for customer parking, the remaining 98 are permit parking~ The plan is providing 49 customer parking spots &djacent to the current parking lot. The plan also is providing 200 more spots south of County Road ,OJ , 3 which will be available for use by anyone. If th9 ~:. pe%~it locations fill up with customers, this area can be used by permit ho~ders at no cost. staff feels it is not necessary at this time to implement this change. If upon implementation of this plan it is found that customers do not have adequate parking, this motion can be easily adopted. Alternatives, 1. Reject the proposed change in the temporary parking plan and allow it to remain as adopted as it will be monitored throughout the construction of the ramp for possible changes. 2. That the parking Oll the loth Avenue South, from the alley south to 1st street, be designated as 2 hour parking on both sides of the street, pending completion of the parking ramp. (This is the reco~~endation from the Parking Committee) 3. The parking on loth Avenue South, from the alley south to 1st street, be designated as 2 hour parking on only the east side of the street, pending completion of the parking ramp. 4. The construction of Phase I on the parking ramp is scheduled to begin on June 1st and last thru approximately September 15. This cons tr'uc t 10n will remove 145 spacesj mostly permit stalls. with a substantial amount of customer parking being retained on the site. The enclosed map shows which spaces are .still available ror customer parking in this area. The provision or the most accessible and convenient parking for customers should be ot' utmost importance to the City Council. These remaining stalls in Lot 1400 should be signed so as only customers can use them. A minimal number of other customer stalls will be needed to meet occasiQnal high demand rrom local businesses. lnalysis. TO' avoid a greater need for parking in the area of the ramps construction, construction workers will be instructed to park here. One potential problem In using this lot is that R. L. Johnson has applied for a Conditional Use Permit. Less area will be available if this project proceeds. - What s1gnage and controls will be used to control parking during construction? The issue of the use of the Outlot was discussed I n deta i J by the Board with the consensus that the lot was used by Hopkins residents and was desirable to improve and continue. The Hlnnetonka Park Board came to a similar conclusion during their review. Part of the Mfnnetonka trail system fs planned to run through this lot and across the penfnsula to Shady Oak Park in the future. The gener"a I ~e81 i ng of" both Boards was that an asphalt parking lot surFace with strfping9 Signing and landscape improvements is needed to control the parking and a1 low good appearance. Minnetonka has offered to construct the parking lot as per the 5/13/88, Hopkins Park Board memo attachment which states they wi I 1 provfde asphalt9 curb and their park rule Signs. . Hopkins would landscape the area to allow easier mowIng maintenance and provide posts and erect sfgns. Hawing would be negotiated by the Pub' i c Works Departments. The cost to Hopkins would be under $2.000. ANALYSIS - Is Outlot B a necessary asset to the City Or Hopkins? The need For Out 1 ot 8 is very difFicult to quantify as no accurate records of attendance are ava i 1 ab J e . The gener'a I consensus of the Park Boa r'd and several long time residents is yes. However. the majority of' Hopkins residents are probably not aware or this Jot. This could be rectiFied by widespread advertisement. but this may not be desirable due to the small par-k i ng lot, no street parking allowed and the problems with the neighborhoOd residents. The need of the Outlot is a individual decision For each Counc i 1 membe r . - If" Improvements are undertaken, What is the appropriate amount? The Park Board felt that the lot should have at 1esst 12 sta 1 I 5 and have made that recommendation. ALTERNATIVES. The City has the followIng alternatives regardfng thfs issue: l. Disapprove any improvements to the lot and consider its disposal to Minnetonka or a private buyer. 2. Authorize the improvements and cost share as proposed by Mfnnetonka with an 8 stall parking lot. . 3. Authorize the improvements but requIre a larger number of" parking sta 1 I 5 and or other changes to the Mfnnetonka approval and renegotiate the cost share. RECOMMENDATION.
