As you know the City Council reviewed and discussed the Park
Board and Staff recommendations at Ii November 9 Workshop.
At this meeting the Council indicated they agreed with the
process used and the project deletion/priorities lists. The
upgrade of existing parks, the ice arena/picnic pavilion and
Maetzold Fleld acquisition were accepted as the top
priorities.
~t the November 15 Counci.l Meeting the Council made a formal
motion to approve the Park Board recommendation.
On November 28, Dick Wi150n and I met with Jaycee and
Raspberry Committee representatives and discussed the Park
Board and Council actions. They indicated their groups are
very interested in these projects and were pleased that the
Council had formally identified these projects. I provided
both groups with a copy of the Council minutes. They
indicated that would be sufficient documentation to dedicate
funds. Both groups indicated they would have meetings and
make a commitment by letter for the December 20th Council
meeting. The amounts they estimate they will be able to
contribute are now as follows:

We have indicated to the Jaycees and Raspberry Committee
that they would be included in 'the feasibility study
process. We also intend to ask for input from other
interested groups, such as the ice hockey association etc.
A feasibility study could be ready for formal review by the
Park Board and city Council in February, or March.
Work also needs to be done on organizing groups to promote
and endorse the projects. We will also be contacting
Decision Resources to possibly help in determining the
amount and timing of a general obligation bond election. We
need a feasibility study to better determine project cost
and further work to develop the best means of financing the
projects.

As per your request, the following is a list of considerations for the
Hopkins ice arena/pavilion proposed by the Hopkins Area Jaycees.

1.
Total dollar amount committed by the Hopkins Area
Jaycees to be the sum of $400,000 over a period of four
years. The first payment of $100,000 due December 31,
1988; the second payment of $150,000 due June 1, 1989;
the remaining $150,000 to be paid in two payments in the
amount of $75,000 each in 1990 and 1991. Ail
committed monies are dependent upon the Hopkins Area
Jaycees retaining their Charitable Gambling license and
monies to be spent as dictated by the laws of the State
of Minnesota.

2.
The Hopkins Area Jaycees would like priority access to
t.he ice arena/pavilion twice weekly during the months
May through September to schedule special events
independent of or in coordination with the community of
Hopkins.
3.
The Hopkins Area Jaycees would like permanent meeting
space weekly all year round. We would also like storage
consideration either in the new facility or in a location
nearby in cooperation with the City.
4.
Representatives of the Hopkins Area Jaycees would be
willing to cooperate with the City in soliciting for

further donations from local organizations and
corporations in an effort to reduce the necessity of a
Bond Issue. It was our original intention, and still is,
that this project of ice arena/pavilion in Central Park
not be specified or included in a proposed Bond Issue to
the City's residents. Further, it is our understanding that
the ice arena/pavilion will be constructed regardless of
the outcome of a proposed Bond Issue.
5.
Further suggestions in construction of this facility are
electrical power sufficient to service special events,
maximized storage, removable side boards, bUilding
designed to maximize open-air possibilities, acoustical
considerations in design, the longest portion of the
building to run north and south, socond floor meeting
room for public/rental purposes, elevator for access to
upper level room(s) for handicap access, concrete floor,
good sound system as opposed to a PA system, concession
area approximately 20'x20' with running water and
electrical outlets.

We would like the availability of liquor licensing at this site
pending approval by the Hopkins City Council on a per event basis. In
addition, the Hopkins Area Jaycees would like to request the rights
to beer concessions for special events independent of or in
coordination with the community of Hopkins scheduled in this
facility.
