Council Report: 88-128 Page 2 Backgrqynd, A petition for a concrete alley in the block mentioned was received on April 18, 1988. The Council, by resolution, received the Engineer's Report and ordered a Public Hearing. The alley is an asphalt alley in poor condition. It has received normal maintenance but is in need of restoration. The allay has a natural slope to the south. No storm sewers will be needed prior to constn\cting a concrete alley. A normal installation is expected with no anticipated extras over the estimated costs. NUlllerous driveways front on the alley. Repairs will be made with asphalt between the new concrete alley, if constructed, and those driveways. The costs of the individual driveways will be assessed to the properties where installed. Analysis. The properties affected by this project are Lots 1-24 inclusive, Block 99, W6st Minneapolis Second Division. . The estimated costs for the installation of a concrete alley in this bock is $17,300. city policy is to pay 20' of the cost of the concretej or an estimated $3,460. This would brinq the estimated assessable costs to $13,840 plus administrative costs for a total of $15,916. There is about l,186 assessable footage in tnis alley. The estimated cost per 50 foot lot is $671. To that amount will be added any cost for repair between existing driveways and the new alley. These repairs would be made on an individual basis after consultation with the different owners. Issues to consider before ordering a public hearing: - Will the improvement add to the value of the property? The present condition of the alley has a negative impact on the value of the adjacent properties. A new concrete alley will raise the property value at least by the amount of the assessment. - Are the costs comparable with previous projects? The estimated costs are in line with simi:;'ar projects in previous years and reflect a favorable construction climate in 1988. "A .. . Crry OF HOPKINS F~nnepin County, Minnesota RESOLUTION NO.88-61 A RESOLUTION ORDERING IMPROVEMENT AND PREPARATION OF PLANS WHEREAS, a Resolution of the City Council No. 88-47, adopted the 7th day of June, 1988, fixed a date for a hearing on the proposed improvement of Block 99, West Minneapolis 2nd Division by the making of an improvement to an alley thereon, the estimated cost thereof being $15,916 for concrete surfacing and $1,679 for grading and blacktop to meet existing driveways, and 'e ~~REAS all property owners.whose property is liable to be assessed for the making of this improvement were qiven ten days published notice of the council hearinq throuqh two . __weekly publications of the required notice, and a hearing was held and the property owners heard thereon on the Sth day of July, 1988 NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HOPKINS: 1. Such improvement is hereby ordered as proposed in the Council Resolution No~ 88-33 adopted Hay 3, 1988. The city shall pay twenty percent (20%) of the concrete costs out of the General Fund and the benefitting property owners shall pay all remaining costs over a ten-year period. . \.
