'> o c. l4. \ " REQUEST FOR STREE~ LIGHTS 9th Avenue South, south of 7th street South Proppsed Action. staff recommends the following action: Move that one street l~qht be ipstalled on 9th Avenue South as ger staff recommendation. This action would cause one normal street light to be installad on an existing power pole by N.S.P. at City expense. Overview. A request has been received for two street lights on 9th Avenue South, south of 7th street South. This is a residential area with townhomes and condominiums on the west side and 1llul ti-family units and Valley Park on the east side. The practice of the City has been to install mid-block lighting when the length of the block is abnormally long. Policy 7-E, 6. Residential street Lightinq, controls street lighting reqaests wIlen that request is for more illwnination than is supplied by street intersection lighting. This request di~fers from one received last year from 7th Ave.nue North wbere the request was for mid-block . liqhting in a normal block spacing. A normal City block would have street lights at each corner with spacing from 300' to 600' apart. This block is about 1020 feet long with liqhts on the north and south end. Primary Issues to Consider. 0 Should two street liqhts be installed as requested? The purpose of the normal street liqht is to illuminate intersections and not to provide qeneral illumination for the street. One liqht in the middle would also illuminate a major driveway to the west. If two lights were installed, neither would be olose to a major driveway but the southern light would be close to Nine Hile Creek and the pedestrian walkway in that are a. One street light would serve the needs of the area and meet the requirements of the Policy. June 14, 1988 We, the undersigned, being the property owners having interest in this petition, are requesting the City of Hopkins to provide two (2 ) street lights on the block of 9th Avenue Sou'th betWeen 7th Street South and Westbrooke Way. Since completion of= development several years ago, the approxinately 50 + residents on this street have been without adequate street lighting. It is in the interest of safety for these residents that we are request- ing approval and funding now. In a case where a request for personal/neighborhood security lighting does not meet the warrants, j t shall be recommended that those persons desiring thai lighting should purchase slJch lighting from the local power utility, Such lighting may be installed on public right-of -way or on private property, All such installations on the pubHc right- of-way shall require a permit from the City. Any lights that ma y overlap proposed or existing lighting, are too close per the City standards or are deemed hazardous or unnecessary for traffic safety will not be recommended for installation. Traf fie safety shall mean both vehicle and pedestrian safety. 6.04 Warrants: Upon receiving a request or petition to install residential street lighting, an engineering evaluation shall be made of the subjeci location to determine whether that location warrants installation of such lighting. Such additional residential lighting is warranted when any of the following conditions are present: ~ Existing a t grade intersection - .Existing crosswalk or trail intersection with street - CuI-dc-sac or dead end street more than 300 feet long - Where the luminare spacing using 100 watt high pressure sodium lighting is more than 1: tolerance 200 to 215 feet (provides 0.4 foot candle recommended average illumination). - Where hazardous conditions exist due to limited sight distance caused by vertical and/or horizontal alignment of the roadway and/or other roadway environmellt conditions. e 6.05 Street U,ht ReQuest: Street lights will be considered upon receipt of a petition from II property owners on the affected street, Or upon recommendation of the City Council or of the engineer. <.&..nsideration will be given only when such petition. and thereaCter review by the City. demonstrates a soecific need warranted. \\ue to tr~tUi aCetla, 6.06 A petition requesting residential street lights shaH be signed by 35% of the abutting property oWllers. The petition and signatures shall mean the consent of the affected owners to locate a light near their property. Such consent will be deemed crfective if a light is located within 200 feet in any street direction from the proposed I~ation on either sid e of the street. 6.07 J3vrnent for Street Lill.hts: Costs for the furnishing and installation of residential street lights plus engineering and administrative costs will be assessed to the benefited properties. Costs to be assessed will be established by the City Council at public hearing after all the costs are known, All electricity and maintenance for residential street lights will be paid for by the City out of the general fund.
