PARKING RAMP CONCRETE/EARTHWORK TESTING CONTRACT

staff recommends adoption of the followinq motion: Move to recommep~

Approval of this action will allow the Mayor and city Manager to
execute a contract for these services.

Recently the City directed the parking ramp architect, Vedi &:
Associates, to solicit proposals for earthwork and concrete testinq.
This work is required to be undertaken in conjunction with the
construction of the ramp.
. This work was detailed as a separate cost in the original cost
estimate prepared by Vedi for the City Council and is an anticipated
expenditure.
Because this work is a separate contract from the actual construction
contract and exceeds $5,000, Council approval i~ re~~ired.
Twin City Testing has already performed work for the City in
conjunction with the ramp construction and therefore, if the Council
approved the motion, their existing contract would be modified to
reflect this additional work.

Analysis I
- Is this work necessary?
Because of the magnitude of the ramp project, the concrete and
earthwork testing is required. In the original cost estimate for the 0"
ramp the architect detailed the cost of this work. 'I
- What is the breakdown of the proposals received?
Two firms submitted proposals for this work:
Twin City Testing $ 22,600
Braun 2ngineering $ 26,900
Both of the above proposals are estimates based upon projected hours
and tests required. The figures as shown are a result of an analysis
of each proposal by Vedi & Associates based upon the level of service
they feel is necessary. Vedi is recommending that if a contract is
. executed with Twin city Testing that the contract show en estimatacl
tee of $23,000.

Alternatives.
The City Council has the following alternatives regarding ~his issue:
1. Approve the motion as recommended by staff. This
recommendation will allow the Mayor and City Manager to
execute a contract.
2. Continua for further information. The City Council
should direct the staff as to the information they
require.
3. Solicit additional proposals. There may be one or two
additional firms that might bid on this-work. However I
the two firms that have submitted proposals are
considered the experts in this field.

A G R E E MEN T MOD I F I CAT ION
- .
The purpose of this Agreement Modification is to add the neces-
sary construction testing services for the proper construction
of the City of Hopkins parking Facility to the Geotechnical
Services Agr~ement (AIA Document G602) of March 17, 1988 between
the City of Hopkins (Owner) and Twin City Testing Corp.
(Geotechnical Engineer).
The Proposal of Twin Ci~y Testing Corp of June 13, 1988, as
annotated, is attached and is a part of this Agreement
Modification.
While not a party to the Geotechnical Services Agreement, nor to
this Agreement Modification, the project Architect, Vedi
Associates, Inc. (VAl) has separately offered the Owner services
of monitoring and coordinating construction testing activities
to better facilitate keeping testing services costs within
budget limits. If said offer is accepted, VAl will be
authorized to monitor and coordinate scheduling of testing lab
field services, modify test frequency criteria, review all
testing lab time and equipment charge sheets and review all
. invoices and statements for testing services.
The Terms and Conditions of the Geotechnical Services Agreement
remain in effect and services work performed under this
Agreement Modification will be considered as being an addition
to "Article 7 - Construction Servicesh of the Geotechnical
Services Agreement.
The estimated fee for services performed under this Agreement
Modification is $23,000 and the actual fee shall be calculated
in accordance with the Unit Prices stipulated in the Proposal
applied to the actual quantity of services authorized and
performed. The City of Hopkins has (or will have) budget
approved for $23,000.
Upon execution and receipt by both parties, this Document and
all referenced documents shall modify the Geotechnical Services
Agreement of March 17, 1988, between the Owner and the
Geotechnical Engineer.
