Staff recommends adoption of the following motion: Move that tillL llODkins ~m Council adopt .F.~olution #88-93 waiving the s ix ty day waiting period for a Chari~able Gamblin~ auplication. This action will expedite the granting of a gambling license to the Hopkins Evening Lions Club. Overview. The Hopkins Evening Lions Club wishes to conduct a raffle in order to raise money for various charities. They are planning their event in December. In order to receive a gambling license by then they need the City to waive its sixty day waiting period. . " Council has already taken action on this license (See attached Report #88-198). The City Council agreed not to object to the issuance of the license~ Council's . approval normally requires no additional action by the City. The Charitable Gambling Board waits 60 days and if they have not heard from the City they approve the license. We received notice of this license application on October 4, 1988. The date for the event is December 2, 1988. If the Charitable Gambling Board waits the full 60 days. . the Lions Club will not get their license in time. The Charitable Gambling Board has requested that the City officially waive the 60 day waiting period so that the license can be issued in time. Primary Issues to Consider. 0 What is the effect of waiving the waiting period? Since the Counc il has already stated that it has no objection to the issuance of this license the only effect will be to speed up the issuance of the license. 0 This is the second waiver that the City has been asked for. Will we be seeing more in the future? Since the waiting period was recently increased from 30 days to 60 days there will probably be other organizations who face this problem.
