FIVE YEAR CAPITAL IMPROVEMENT PLAN

Staff recommends adoption of the following motion: Hove to aooept tbe
proposed Five Year Capital Improvement Plan and order a public hearin<<
for Nove.b~r 1. 1988.
Adoption of this motion will being a process of public review of the
proposed Five Year Capital Improvement Plan.

The City of Hopkins annually produces a five year capital improve.ent
planning dooument.
The purpose of tl1is document is to forecast project and equip.ent
needs tor the next f 1 ve Yil3ars. The first year ot the ti ve year plan
is designed to correlate closely with the up-coming budget and the
relllaining tour years are antioipated projects or challeDRes whioh are
antioipated.

What prooedure was followed in the foraatlOD of the Five Year
Capital Improvement Plan?
Tbe process used in formulating the Five Year Capital Improvement Plan
was as follows:
The previous years' project pages were distributed to
department heads tor review and up-dating.
l!te~ receipt of the proposed projects, a review of the
projeots took place witb the department heads and City
Manager.
The Park Boards recommended plan was incorporated into the
Five Year Capital Improwement Plan.
The Planning Co..ission reviewed the co..ented on the
proposed Capital Improvement Plan.
The Plan was submitted to the City Council tor
consideration.
What is the recommended procedure to tollow?
Statt is recommending that th6 City Council accept tbe pr~posed plan
and authorize a public hearing to be set tor November 1, 1988. On
completioD of the public bearing and Council review, formal approval
is requested.
Are adequate funds available for the first year programs?
The Capital Improvement Program has proposed matches with the proposed
City budget for 1989. Allot the funds wbiah are designated tor the
1989 projects within the Capital Improvement Plan have been authorized
for' funding within the annual budget. Any amendments to the annual
budget would impact projects which are also in the Capital Improvement
Plan.
