Staff reco~mends adoption of the following motion: Move to award bid to Penner Developm~nts Inc. of St. Paul for the amount of *653.000.00 and autborize the Mayor and Manager to enter into a c,qnt!"aot wi th Penner Developments Inc. Adoption o~ this motion will enable the stafr to work vith Penner Developments Inc. to begin the renovation project of tbe lower leyel and basement of City Hall. Overview. The statf and Council bas studied the alternatives for renovation ot City Ball apace to np-date and better utilize the space available within City Ball. The Council bas authorized the formulation of ~ids for the renovation of the lower level and basement to provide tor .ore space to tbe Police Depart.ent in the lower level and to bring tbilt base.ent level up to minimum code requirements. Bernard Jacob Arcbitects prepared bid speoifications and solioited bids. The bida WGre opened on September 20, '98& and the apparent low bidder is Penner Developments of st. Paul. Staff has reviewed tbe bids and is recommending approval of the bid to tbe City Council. CR:88-195 Page 2 fri.ary I~sues to Consider. Does the City wish to include the alternate items in the p~oject? As part of the bid processt three deduct alternates were inoluded 1n the bid price. The first alternate relates to the front entry to C1 ty Hall. The orig1nal drawings included a new entryway and sidewalks leading to the two parking lots. After discussion wi tb the Ci ty Council prior to bid, the Council requested that a new design for the front entryway be considered which would bave a full stairway to the sidewalk as well a8 reconstruction of the other areas. This alternative leaves U8 with the potential of several alternatives. The City could accept the new design as it is has been proposed or asle for a change order in the project with a new design. T.he bids called for the ability to deduct $11 ,310.00 if we did not change the front en tryway at alL It ve waited with doing the work until spring construction we vould aa.,. $2,000.00 from that price. Should we go with the original drawinas, a change order to the bids would be necessary and we would pot~nt1al17 save $4,000-$6,000 from the tall oonstruction price~ Start 1a recommending tbat we accept the fall cOllstruction bid or $11,310.00. The second alternative which could be deducted troll the proJeot 1a lIall co verine for the vestibule and lobby as well as training roo.. t.nd the chiefs office. The purpose at this wall coverins ia to enhance the aesthetics ot these areas; however if the vall oovering 1s deducted, the City would save $4,200.00 and have painted surfac.. instead. Staft is recommending that the wall covering bo included. Tbe third alternate inoluded a potential deduction of $20,600.00 fro. the bid if sprinklers on the lower level of City Hall be ollitted. This as well is an optional item within the bid and would not bave to be installed; however as a matter of public poliCY the City tries to encourage sprinklers in buildings and we would set a good example by doing the same within City Hall. Start as well is recommending that this alternate be included. The estimated cost of construction on August 12t 1988, without tbe alternates was $614tOOO.OO. When you add in the alternates as well a8 other items which were added by the staff after the estimate was proposedt the bid 1s within $9,200.00 of the estimate. His itnestigat10n haa found that Penner tends to be oareful, oonscientious, attentive to detail and responsible. They are baaed in St. Paul; however their parent company 1s a Canadian firm who bave apeGia11zed in large p~ojeots in Canada. Mr. Jaoob is recommending approval of Penner as a qualified contraotor. Bid docunents were placed for contractors' inspection at the Minneapolis and Saint Paul Builders t Exchanges and in the Dodge Plan Room. A total of 12 general contractors obtained a total of 19 bid sets and 7 subcontractors obtai.ned 7 sets also. 01. The bids were opened on 20 September 1S88 at 2:00 P.M.. A total of nine proposals were received. A tabulation of these proposals is enclosed. The apparent low bidder is Penner Develo~t..s of Saint Paul. '!be base bid is the am01.mt of .$653 t 000. A large, local contracting firm related to us that they have seen Penner DeveloJDellt bidding on projects in the $3&.4 million range.
