pro~osed Action.
Sta. f recommends that Council ap9rove the proposal submitted by
Caswell International Corp. to furnish and install a new bullet
trap in the police department range, as approved in the 1989 budget.
Overview.
During the budget process for budget year 1989, the ~olice department
identified a need to replace the existing bullet tra9 in the range
with a new bullet trap of safer design. This proposal was approved
by the Council and is included in the 1989 budget.

Based upon information obtained from other local law enforcement
agencies, one of which had recently installed a new firing range, the
Department learned that there were two firms which could supply the
requested reolacement bullet trap. One was the Caswell Corp., a
Minneapolis firm, and another company based in Detroit, Michiqan.
'The Department requested a proposal from Caswell. The proposal
obtained from Caswell is within the budqet allocation for this 9roject.
vlliile an estimate was not obtained from the Detroit firm, other
information obtained from local law enforcement agencies indicated
that similar bullet traps supplied by Caswell were of better design
and less expensive than the ones supplied by the Detroit firm.
Primary Issues to Consider
Is 'the proposal submitted by Caswell I,o;ithin the budqet limit.
The amount budgeted for the new bullet traD is $13,900. The
bid supplied by Caswell Corp. is $11,268.
Coordination of design and installation with the current building
remodeling project.
The current building remodeling prOJect will require that the firm
supplying and installing the new bullet traD be able to
coordinate installation with the proDeL Dhase of building renovation.
This will be much easier for a local fir~ to accoMplish.

Ice skating rinks will generally be cleared of snow within
24 hours of the start of the snowfa 11 . Th is requ t res
approximately 8 hours or operations f'or a "normal" snowfall.
In the event or unusual large snowralls, personnel normally
assigned to rink plowing may be needed to clear streets and
sidewalks which could delay rink clearing operations.
