REMOVAL OF PARKING
ON 9TH AVENUE SOUTH
Propoaed Action.
Staff recommends adoption of the following motion: ftThe two aD-street
parking spaces on 9th Aven~e Southt between the exit at the f~
Off1oe dr1ve-thru and the entrance or the Auto Mall should be
elim1nated.-
Adoption or this motion will improve visibility aud trattio tlow
restriot1on~ in this area of 9th Avenue South.
Overview_
While conSidering a Ghange on the east side of 9th Avenue South, at
the March 24, 1988 City Council meeting, the City Council expressed a
concern about the parking on the vest side ot 9th 1.enue. Start vaa
directed to look into this problem. While investigating this proble.
. statt noted a potential safety hazard does exist with parking on the
vest aide of 9th Avenue South. .
V1thoutpulling onto the street, vehicles exiting the poat Ottioe
dri~e-thru area are unable to see on-coming tratt1e. Tbis p~o.
visibility causes a dangerous situation, in regards to satety, tor all
vebicle eperatore using 9th Avenue. Tb$ City Engineer and Co..unity
Developaeut Director bave reviewed tbis situation and reel tbe
proposed aotion 1s needed.

Baaed on the above information, the Parking Committee bas the
following iSSU8S to consider:
What safety issues are involved?
ViSibility 1a the major area of concern. Vehicles exiting tbe drive-
thru oannot see anyon-coming traffic without pulling into the street.
Tbus they &re putting themselves in the position of possibly bitting
another vehicle or getting hit themselves. By eliminating the
parking, vehicles can remain in the driveway and see any traffic
travelling north on 9th Avenue.
Traffic tlow will a180 be improved it this change is made.

Tbere will be no significant impact on the system itselt. As witb past
changes on this block, the Post Offioe vill be the major business
affected in this area. Currently these spots are signed as all da,
parking and the postal employees are using the..
Parking ia available for poatal workers Boath ot County Road 3 and
with the oonstruotion of the ramp soheduled to be completed this tall,
more parking will be available tor these employees.
Alternatives.
1. The two on-street parking spots on 9th Avenue South.
between the exit of the Post Office drive-thr~ and the
antrance of the Auto Hall, should be eliminated.
2. The two on-street parking spots on 9th Avenue South,
betve~n the exit o~ the Post Or~ice drive-thru and the
entrance at the Auto Hall, should be re-signed as 2 hour
parking.
This alternative will not improve upon any of the safety
issues which are problems. It will only allow a turnover
of vehicles in these spaces.
3. Leave the parking on 9th avenue South as it currently 18.
Recommendation.
