This action will continue an assessable project for a street reconstruction of 6th Avenue Southe Overview. A petition was received from property owners on 6th Avenue South. The City Council, by Resolution 88-38, dated February 24, 1988, ordered an Engineer's Report. The petition was for curb replacement, representing about 19 percent of the properties on the street. The report a.s presented considered complete street restoration wi th curb and gutter and with sidewalk restoration as needed. Primary Issues to Consider. o Will the improvement add to the value of the property? o Should the street be constructed under the street reconstruction policy o Should the project continue with a public hearinq? Council Report: 88-116 Page 2 Backaround " A petition for curb replacement on 6th Avenue South from Mainstreet to Second street South was received from property owners on 6th Avenue South. The Council, by Resolution, ordered an Engineer's Report. The street is in very poor condition and in need of reconstruction. The curbs are very poor or non-existent and in need of reconstruction. Some of the sidewalks are bad and need to be rep:aced. storm sewers now exist in th& street but new catch basina will need to be constructedo Any chanqes recommended by the storm Water Management Plan will be incorporated in the project before plans are completed. Water and sewer lines will be inspected and any repairs made prior to street surface installation. ~ssues to consider before orgerinq a public hearing: Will the improvement a.dd to the value of the fronting property? The present condition of the street and curbs have a neqative impact on the frontinq property. A new street surface with curb and qutter and repaired walks will raise the present value of t.he property at least by the amount of the assessment.. Should the street be constructed under the street reconstruction policy? The present street has been surfaced and has had concrete curbs. The project as presented will be for a complete restoration of the street with new curb and gutter and repaired walks. This reconstruction is within the guidelines of the street reconstruction pOlicy, which policy is recommended to be used on this project. Repair or walks will not be included in the 60%-40% cost sharing of the street reconstruction. Should the project continue with a public hearing? CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO. 88-53 A RESOLUTION RECEIVING REPORT AND CALLING FOR HEARING ON IMPROVEMENTS WHEREAS, pursuant to Resolution No. 88-19 of the Council adopted March 1, 1988, a report has been prepared by Gordon Anderson, Director of Engineering, with reference to the improvement of 6th Avenue South by complete street reconstruction thereon and this report was received by the counoil on June 21, 1988. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA, as follows: 1. The Council will consider the improvement of such avenue in accordance with the report and the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to M.S.A., Secs. 429.011 to Secs. 429.111, as amended, at an estimated to~al cost of the improvement of $59,400~ and will further consider the market value before and after said improvement, of the property affected thereby. 2.
