A petition was received for a sidewalk on the north side of Cambridge
Street from Texas Avenue west to connect to an existing walk at the
Cambridqe Towers Apartments. A hearing was held on this proj ect on
July 21, 1987. This hearing was continued until a street restoration
policy that was beinq considered could be adopted.
Public hearings can be continued for six months, after which time the
project is to be re-studied and new Notices of Hearinqare to be
published and sent to affected parties. The proposed project has been
reconsidered under the guidelines of the street restoration pOlicy.

A public hearing was held on this project on July 21, 1987. The
project as presented was for curbs on both the north and south sides
of Cambridge street with sidewalks only on the north side. No street
restoration was considered at that time with only minor asphalt
patching where needed.
citizens that were involved in the original petition and in the
project area ha.ve contacted the city regarding the status of the
project. They have been informed tnat the hearing was continued
indefinitely and that it would be re-initiated by the City with new
information and costs after the street reconstruction policy was
adopted. The staff is re-activating the project to bring it before
the council to have the project continued or cancelled.
The reasons for the petition were for safety for children going to the
school bus stop at the intersection of Cambridge and Texas. The st.
Louis Park Bus Company states that they cannot change the bus route to
pick up students on Cambridge. Another complaint of the citizens was
about the number of trucks using this street. This street is posted
at both ends for a 4 ton maximum limit. Citizens have informed us of
violating trucks. The truck companies have been notified but
violations continue.
A street reconstruction policy was beinq considered at the time of the
pUblio hearing in ~987 on this improvemant. This policy would involve
City money on a shared basis with the property owners. ~he petitions
requested that the project be continued until the policy was adopted.
This policy has now been adopted with the City paying for 40\ of a
comp1ete street restoration project. The attached report is based on
that policy and is for a complete restoration of the street with new
curb and gutter and with a walk on the north side.
Issues to consider before ordering a public hearing.
o Should the project be re-activated?
The main reason given for the petition was to protect children and
pedestrians on the street with a sidewalk. There is a hill in the
middle of the block making it difficult to see obstructions or persons
in the street. The street condition is poor. There is a need for
edge control to protect the asphalt surface and to control drainage.
This is a street that needs reconstruction and we recommend that the
project be re-activated.

A RESOLUTION RECEIVING REPORT AND
CALLING FOR HEARING ON IMPROVEMENTS
WHEREAS~ pursuant to Resolution No. 86-75 of the Council
adopted November 5, 1986, a report has been prepared by
Gordon Anderson, Director of Engineering, witll reference to
"e
the improvement of the north side of Cambridge Street by the
installation of sidewalk and curb and qutter and the
improvement of the south side of Cambridge Street by the
installation of curb and gutter thereon and this report vas
received by the Council on June 21, 1988.
NOW, THEREFORE l BE IT RESOJ..VED BY THE CITY COUNCIL OF
HOPKINS, MINNESOTA, as follows:
1. The Council will consider the improvement of such
Cambridge street in accordance with the report and the
assessment of Lots 9 through 35 inclusive and that part of
South 136 feet of North 305 feet lying East of West 463 feet
thereof of Lot 68 all in Auditors Subdivision No. 239 for
all or a portion of the cost of the improvement pursuant to
N.S.A.., Secs. 429.011 to Secs. 429.111, as amended, at an
estimated total cost of the improvement of $64,323; and will
further consider the market value before and after said

2. A public hearing shall be held on such proposed
improvement on the 19th day of July, 1988, in the Council
Chambers of the City Hall at 7:30 o'clock P.M., and the
Clerk shall give published notice of such hearing and

Cambridge Street Is located \n the northeast part of Hopkins. The project

The platted street Is 50 teet wide, the street Is paved to a width of 2&u
30' wtde. There is a 22' rise In elevatIon of the street tran Texas Avenue
to 300' east. In addition, properties on the south side are considerably
higher than the street, white properties on the north 3re at or below
street elevation. This situation makes change In street grades Impossible
without major alterations to abutting property.
Sidewalk exists on both sides at the west edge of the study area as shQi'n
on FIgure 1 .
No dral nage structures are J ocated (n the STudy area and the need for
drainage facilities 1s not anticipated.

Because of the existing development conditions along the street, IT Is
not proposed to change the existIng street grade.
