CITY OF MINNETONKA - REQUEST FOR TRAFFIC SIGNALS
County Road '73 & County Road #5

Move that ~ hearing be held on July 12. 1988 to inform the area of the
Minneto~ka request and that the residents in Bellgrove be notifie~
This would be an informal hearing to inform the Bellgrove area of the
request by the City of Minnetonka. Information would be available
reqarding the extent and costs of the project and the traffic
implications.

This intersection has been considered for upgrading several times.
The City of Minn~tonka is requestinq at this time that the City of
Hopkins join in a request to Hennepin County to consider the
installation of traffic signals.
Traffic counts and movements at that intersection warrant the
installation of a signal system. To install a signed systam that
would work properly, the roadways on each side of the intersection
would have to be upgraded with widening to allow for turn lanes. This
upgrading would extend several hundred feet but would not call for a
complete widening beyond that point.
Present Hennepin County poliey for participation in an improvement of
this type is for a 50-50 split - County/city - for the costs of the '5
& '73 signals, estimated at $85,000-$901000. No estimate is available
for the road improvements but they have been about 20\ City
participation. The two c1 ties would reach an agreement on the City
share of these costs.

Althouqh this 4-way stop intersection works as presently de'igned it
should be upgraded to handle the traffic that is ~sinq 'the
intersection.
What impact will this improvenent have on the residential area?
The present system requires each vehicle to stop and then ~ccelerate
from the intersection. A signal controlled intersection wouJ.d allow a
considerable amount of traffic to move smoothly 1 reducln9 noise and
exhaust pollution. Speed of vehicles in the area would not change
siqnificantly.
Should the residential area be notified of the proposed
improvements?
An informational type hearing should be held to inform the citizens of
the proposed improvement and the impact it might have 'on their
neighborhood.
When would this construction be done?
Hennepin County does not now have this improvement in their ca ital
improvement plan. If the project is re~lested and approved, it eould
not be constructed before about 1990 or 1991.
What would be the result if the City joined Minnetonka in a similar
resolution?
This resolution is for Hennepin County to consider the install~tion of
traffic signals. 'the staff of the two cities would be work!n with
the County staff to develop a plan that may be acceptable to't~e tw~
ci ties. These plans would require the approval of the t\,o city
councils before the County would beqin the project.

Alternatives.
1. Hold a hearing with the neighborhood. This wculd inform
the citizens and the Council prior to any action being
taken.
2. Move a resolution similar to Minnetonka Resolution 88-
8650. This action would request a consideration by
Hennepin County but would not authorize any construction.
3. Hove to table the matter. This would stop any activity
and would allow the intersection to remain a 4-way stop
until new action was initiated.

RESOLUTION NO. 88 -8650
RESOLUTION REQUESTING THE CITY OF HOPKINS TO
CONSIDER THE INSTALLATION OF TRAFFIC SIGNALS AT
THE INTERSECTION OF C.S.A.H. NO. 73 AND C.S.A.H.
NO. 5
BE IT RESOLVED by the City Council ~f the City
of Minnetonka, Minnesota, as follows:
Section 1. BackRround.
1.01. In 1976 an improvement project for County
Road No. 73 that included signals at the
Minnetonka Boulevard/County Road No. 73
intersection was considered by both the
City of Hopkins and City of Minnetonka City
Councils. The layout as proposed was not
approved by either City.
1~02. In 1981 the improvements were again
considered. The City Council approved
Resolution No. 81-6503 which requested
Hennepin County to include the work in the
1982-1986 Capital Improvement Program. The
Hopkins City Council did not approve the
layout because they felt the intersection
handled traffic well as currently designed
and that most of the problems related to
volume were due to drivers bypassing the
County Road No. 18 construction.
1.03. Since the time of the last proposal,
traffic on both County Road No. 5 and
County Road No. 73 has increased
substantially. This increase has magnified
the problems of traffic using these
roadways through the existing condition of
a four-way stop.
Section 2. Council Action.
2.01. The City Council of the City of Mlnnetonka
hereby requests the City Council of the
City of Hopkins to join in a request to
Hennepin County to consider the
installation of traffic signals at the
C.S.A.H. No. 73 and C.S.A.H. No. 5
intersection during the 1988 construction
season, or as soon thereafter as possible.
2.02. It 1s further requested that the City of
Hopkins work with the Hennepin County and
City of Mlnnetonka staff on an acceptable
d8sign for the intersection.
