Staff recommends adoption of the following motion: ~ that resolution #8B-l~81 "ResOlution Approvinq Petition for and Orderinq rrnprovements~be adopted. Adoption of this resolution will provide funding for fire protection for the bUilding at 622 Excelsior Avenue East. Overview. The prope~ty owner at 622 Excelsior Avenue East, an apartment hOll,,,,, C\t Harrison Avenue South and Excelsior Avenua, has present.t:;~ a petition fer funding a sprinkler system. The Fire Marshal has approved the plan and finds that the installation would be within the limits of the sprinkler policy of the City. The petitioner has received bids for the project and presented those bids to the City. The bids presented are for the connection to the existing City mains and for . interior pipinq and installation of sprinklers. The cost of this installation will be $17,890. The City allocated $200,000 per year for sprinkler systems. Four projects have already been authorized for a total of $105,886. The property owner at 622 Excelsior Avenue East has presented a petition for sprinkler system. George Magdal, F ire Marshal, has been working with these owners and has found that the sprinklers are needed and that the installation would fall within the limits of the sprinkler policy recently adopted. The petitioner has taken bids on the project and has presented these bids to the city. The bids as accepted by the owner is for connecticn to the City mains and fu't' interior piping and installation of sprinklers. Connection to City Mains $8,490 Installation of Automatic Sprinklers 9,400 Total $17,890 The petitioner w~.ll be installing the system and wish to have the oos\..;:: a,gsess~.'d after completion and acceptance. . Section 429 of the StatE! Code allows sprinkler systems to be installed and to be C:lssessed to the benefitted property. The amount to be assessed would be the total cost of Ule project plus administrative costs of 5% of the project. Present policy of the Council is to charge 7% interest and spread the assessment over a period of ten years. The City allocated $200,000 per year for sprinkler systems. This would mean that the owner would have to finance the project by some other means. 2. CITY' OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 88-64 RESOLUTION APPROVING PETITION FOR AND ORDERING IMPROVEMENTS WHEREAS, Gerard Simon, owner of the property at 622 Excelsior Avenue East, has petitioned for an improvement consisting of the installation of a fire protection system pursuant to Minnesota Statute #429.031, Subd. 3; and WHEREAs , the petition and accompanying documents :. thereto complies with the requirements of the aforementioned statute. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HOPKINS: 1. Such improvement is hereby ordered as proposed and requested in the petition. 2. That the Director of Engineering, Gordon Anderson, and Fire Marshall, George Magdal, be directed to review and approve the plans and specifications accompanying the petition for the construction and installation of the fire protection system. 3.
