PUBLIC HEARING - STREET RECONSTRUCTION
CAMBRIDGE STREET, EAST OF TEXAS AVENUE
P.roposed Action.
staff recommends the following motion: Move that Resolution
No. 88-63, Resolution Ordering Improvements and Preparation
of Plans, be adopted.
This action will continue the project for a complete
restoration of the easterly portion of cambridge street west
of Texas Avenue North as per Council Policy #7-D.

A petition was received for sidewalk on the west side of
Cambridge Street and for curb and gutter on the south side.
The petition was carried through to a public hearing in July
1987. The Council at that time continued the haarinq until
a pol icy on street reconstruction could be adopted. That
policy is now in effect for 40% city participation in street .1
reconstruction projects. 'j

The staff at this time is bringing this project back to the
. City Council for consideration. No changes in layout of
walks or g!:"ades are being recommended, but a complete
removal and replacement of the stre~t surface is being
recommended. ~~l informational meeting is scheduled at 7:00
p.m., July 14 in the neighborhood.

Backaround
A petition for a walk on the north side of Cambridge west of
Texas Avenue was received. That petition also requested
curb and gutter on the south side of Cambridge Street. A
public hearing was held regarding this project in 1987.
This hearing was continued until the Council could adopt a
street Reconstruction Policy that was being considered. The
project is being brought back to the Council at this time
for consideration under the street Reconstruction Policy.
No changes in the aligr~ent or grades are being considered.
The project will be Substantially the same as last
considered except that the asphalt street will be
reconstructed under the present proposal and the street
Reconstruction Policy. The City will participate in the
street and curb and gutter costs at 40% of costs. The walk
and the 60% are being recommended as an assessment against
the properties.
Concerns of the residents in 1987 were for the speed of
. vehicles using the street, truck traffic, the steepness of
the hill, inability to see over the hill, pedestrian safety,
location of the walks next to a residence, and location of a
school bus stop.
Analysis.
A study has been made of the street and the existing
conditions. The street is presently 28-30 feet wide in the
area of the petitioned improvement. Residents have
developed their properties to the existing edge of the
street.
This part of cambridge street is built on a hill with
extreme change of grade from Texas Avenue to mid-block. The
height of developed property on either side of the street
and the cost to reconstruct those properties would not make
it feasible to change the grade of the street. The study
was made to improve the street at the present grade.
The platted street is 50 feet wide: the proposed street
would be 30 feet wide. To avoid major costs in
reconstruction of the boulevard area, it is proposed to
install a 5 foot walk on the north side, adjacent to the
street, together with the installation of curb and gutter to
define the edge of the street and control drainage.
. This walk and curb can be constructed with minimum
alteration of the property side of the boulevard area and
with minimum disturbance to the residents on the street.

It is alBo proposed to construct a curb and gutter without
walks on the south side, as petitioned by one property
owner. This would give a finished edge to the street and
complete the improvement to the street. Two sets of
concrete steps come down to the street from high properties
on the south side. These have been built too close to
centerline and would have to De reconstructed. Because of
the elevation changes and the costs involved, the
installation of walks on the south side is not recommended.

That part of the South 136 feet of the North
305 feet of Lot 68, AUditors Subdivision 239;
Lots 22 through Jlr AUditors Subdivision 239.
~imarv Issues to Consider~
- Will the improvement add to the value of the property?
. The present condition of the road and the lack of a
pedestrian way has a negative impact on the value of the
adjacent properties. CUrb and gutter, walks, and a new
street surface will add value to the property at least to
the cost of the project.
- Will the grades be changed?
The location and elevation of improvements to the boulevard
and private properties and the costs to reconstruct these
properties would not make it feasible to change the grade on
the street.
- Have the traffic problems been considered?
The residents were concerned about the speed of vehicles on
Cambridge. The possibility of reducing the speed on
Cambridge was discussed with the state Department of
Transportation which has the authority to set speed zones.
They informed us that this was really a local issue and I

would probably not be considered for a change in speed I
limit. I

Truck traffic on the street is 1 imi ted by signs on Blake I
Road and on Texas Avenue. Numerous trucks do violate these 1
signs. It is difficult to police the area as no definite
pattern of violations has been observed.

The present grade of Cambridqe street i8 quite steep west or
Texas Avenue. To lower the grade would be very costly and
was felt to not be feasible. This grade also makes for a
very sharp vertical curve at the top, reducing sight
distance for objects that may be on the road.
Pedestrian safety was also & concern. With the steep hill
and sharp vertical curve, it is difficult to see pedestrians
on the roadway. School children in the area are required to
walk to a school bus stop at Cambridge and Texas Avenue. A
sidewalk would afford that level of pedestrian safety that
is of concern.
The house at 602 Texas Avenue North is located quite close
to Cambridge street and the walk proposed next to the house.
The resident was concerned about lack of privacy and
possible vandalism to his home. There are numerous homes in
Hopkins with the same location of walks. This situation was
not unusual and no special design solutions are recommended.
- Is there a change in the estimated costs?
. The costs as estimated in 1987 were for curb and gutter and
walk and patching in the street area. The costs as prepared
at this time are for complete street reconstruction with
curb and qutter and wa.lk. The estimated costs are as
follows with the City participating in 40' ot the
reconstruction costs. For a 60 foot lot:

The increase in costs is due primarily to the complete
street reconstruction and changes in construction costs.
- Should the project be ordered constructed?
The street is in poor condition with no pedestrian walkway
or edge protection. A complete restoration with walk would
improve the street surface, provide edge control with curbs
to protect the surface and control drainage, and would
provide for pedestrian safety.

WHEREAS, a Resolution of the city Council No. 88-54,
adopted the 21st day of June# 1988, fixed a date for a
hearing on the proposed improvement of Cambridge street by
complete street reconstruction thexeon, the total estimated
cost thereof being $65,730, and
WHEREAS all property owners whose property is liable to
be assessed for the making of this improvement were qiven
.. ten days published notice of the council hearing tnrough two
weekly publications of the required notice, and a hearing
was held and the property owners heard thereon on the 19th
day of July, 1988
NOW, THEREFORE, BE ~T RESOLVED BY THE COUNCIL OF THE
CITY OF HOPKINS:
1. Such improvement is hereby ordered as proposed in
the Council Resolution No. 87-57 adopted June 2, 1987.
2. That Gordon Anderson, Director of Engineering, is
hereby designated as the Engineer for this improveKent and
he shall prepare plans and specifications for the making of
such improvement.
