ANNUAL CONTRACT FOR HEALTH INSPECTOR
~roI2osed Action
'I'he Building Inspection Dept. reCOllunends the adoption of the following
motion: Move approval of the 1988 contract with Immanuel F. Roesler to
~ovide Frofessional sanitation services as presented.
By approving this resolution, the city council will be continuing pro-
fessional services with the current healt~ inspector for 1988. The
contract grants Mr. Roesler a 4% cost of living adjustment retro-
active to January 1, 1988, and expands h~s duties to include answer-
ing general sanitation and garbage complaints.
overview
The contract with the city hedlth inspector expires yearly on Dec~~er
31st and must be renegotiated. Mr. Roesler's current contract expired
December 31. 1987.
~ A 4% cOst of living adjustment has been negotiated and would be retro-
active to cover the period of the contract from December 31, 1987 to
December 31, 1988.
The services to be performed by Mr. Roesler have been expanded to in-
clude answering c~tizen compla1nts on general trash and garbage '
nU1sances. These compla1nts were formerly handled by Earl Weckman who
~s ret1ring. The duties handled by Mr. Weckman were above his police
duties and he was pd1d t~me and one half for them. The cost to the
c~ty should be the same or less u&ing Mr. Roesler.
In oreer to cont1nue the program of inspection of restaurants, hotels,
food facilities, and the ability to responc to citizen complaints, it
is necessary to maintain a health inspector.

CON'r RAeT FOR PROFESSIONAL SERVICES
IT IS HEREBY AGREED, Irrunanuel F. Roesler is to
furnish services as herern-stated for the CITY OF HOPKINS, MINNESOTA.
It is further agreed that said services are to be rendered as an
independent contractor and not as an employee of the Ci.ty of Hopkins.
Accordingly, the above named contractor shall not be entitled to or
receive any benefits, such as vacation or sick leave pay, pension and
insurance contributions, or holiday or overtime pay. This agreement
shall take effect upon its execution by both parties and shall remain
in effect. until December 31, 1989, at which time it shall be auto-
matically terminated. This agreement is subject to prior termination
by either party by ten days notice in writing to the other party.
SERVICES TO BE PERFORMED UNDER TERMS OF THIS AGREEMENT SHALL BE:
General services of san~tat~on, to include inspection of restaurants, ','
hotels, and food service facilities, respond to and enforce garbage,
. trash, and general unsanitary condition complaints, and other related
services, provide advice to assigned city employees performing related
inspections, and counsel as necessary.
CONSIDERATION TO BE PAID FOR SERVICES SHALL BE:
$21.50 per hour for 1988
