I( \ PUBLIC HEARING - STREET RECONSTRUCTION 6TH AVENUE SOUTH, MAINSTREET TO 2ND STREET SOUTH ~osed Action. staff recommends adoption of the following motion: Move that Resolution ~8-62. Resolution ordering Improvement and Preparation of Plans be adopted. This action continues the assessment project for the complete street reconstruction as per council Policy '7-D. A 4/5 majority of the council is required to adopt t.he resolution ordering the project because of the percentage of property petitioning for the improvement. Overview. A petition for curb replacement was received from owners representing 19 percent of the properties on th.e street. An Engineer Report was presented June 21. The report as presented considered complete street restoration with curb and gutt.er and with sidewalk restoration as needed 6 '.. The City council by Resolution 88-53, called for a Public Hearing on the above project. All of the owners with property on the street have been notified. Notice has been published in the Hopkins Sailor on July 4 and 11, 1988. A petition for curb replac6lt\ant on 6th Avenue South from Mainstreet to Second street S~uth was received fro~ property owners on 6th Avenue South. ~he City Council by Resolution 88-53, ordered a Public Heari~g on the project. The street is in very poo~ condition and in need of reconstruction. The curbs are very poor or non-existent and in need of replacement. SOIne of the walks are in poor condition and need to be replabed. storm sewers now exist in th~ street but nQW catch basins will need to be constructed. ~y changes recommended by the storm Water Management Plan ""'ill be incorporated into the project before plans are compl~ted. Water and sewer lines will be j.nspected and any repairs made prior to street surface install,ation. Issues to consider before Qrd~rin9 the ~roject construc~ed: . - Will the improvement add to the value ot the fronting property? The present condition of th~ street and curbs have a neqative impact on the fronti:ng property. A new street surface with curb and gutter a~d rapaired walks will raise the present value of the property at least by the amount of the assessment. - Should the street be construc~ed under the street reconstruction policy? The present street has been sUrfaced and has had concrete curbs. The project as pres~nted will be for a complete restoration of the stz;eet with new cU1:b and gt\tter and repaired walks. Th~s recO~struction is within the guidelines of the street recons't:ruction policy. Repair of walks will not be included in the 60\-40% cost sharing of the street reconstruction. As this is less than a 35% representation, the motion to approve Re$olution 68-62 will require a 4/5 majority to pass. _ projected timing if the project proceeds If the project is ordered to proceed, plans and specifications will De prepared and bids solicited for 1988 construction. WHEREAS, a Resolution of the City Council No. 88-53, adopted the 21st day of June, 1988, fixed a date for a hearing on the proposed improvement of 6th Avenue South by complete street reconstruction thereon, the total estimated cost thereof being $64,288, and ~~EREAS all property owners whose property is liable to be assessed for the making of this improvement were given . ten days published notice of the council hearing through two weekly publications of the required notice, and a hearing was held and the property owners heard thereon on the 19th day of July, 1988 NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HOPKINS: l. Such improvement is hereby ordered as proposed in the Council Resolution No. 88-19 adopted March 1, 1988. 2. That Gordon Anderson, Director of Engineering, is her~by designated as the Engineer for this improvement and he shall prepare plans and specifications for the making of such improvement. .
