CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, July 14, 2026, at 6:32 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Hanlon called the meeting to order with Council Members Garrido, Goodlund,
Hunke and Kuznia attending. Others attending included City Manager Mornson, Assistant
City Manager Casella, City Clerk Domeier, Director of Planning and Development
Elverum, City Planner Krzos, Associate Planner Gallagher and Assistant City Attorney
Sathe.
ADOPT AGENDA
Motion by Hunke. Second by Garrido.
Motion to Adopt the Agenda with the addition for public comment for New
Business items VII.1. First Reading of Ordinance 2026-1234 Amending the
Development Code to Reclassify Short Term Rentals as a Permitted Use in
Neighborhood Zones; Gallagher and VII.3 Petition for Ranked Choice Voting in
Hopkins; Domeier.
Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia
Nays: None. Motion carried.
CONSENT AGENDA

NEW BUSINESS
VII.1. First Reading of Ordinance 2026-1234 Amending the Development Code to
Reclassify Short Term Rentals as a Permitted Use in Neighborhood Zones;
Gallagher
Associate Planner Gallagher and City Planner Krzos summarized City Council Report
2026-074.
Staff presented the proposed ordinance to reclassify short-term rentals as a permitted
use in neighborhood zoning districts. During the public comment, eight residents spoke
in opposition to the proposed changes, expressing concerns about allowing short -term

rentals with fewer restrictions. The following individuals spoke against the proposed
ordinance:

• Bill Sedoff, 122 Oakwood Road, Hopkins

• Ann VanderVorste, 119 Oakwood Road, Hopkins
• Chucks Watts, 133 Oakwood Road, Hopkins
• Jessica Drapcho, 126 Oakwood Road, Hopkins
Following public comments, the City Council thanked residents for their participation and
expressed concerns about reducing existing regulations. Council members discussed
maintaining the Conditional Use Permit (CUP) process or implementing other safeguard s,
rather than allowing short-term rentals by right. The council indicated support for pausing
the proposed ordinance and referring the issue back to the Planning Commission for
additional research and recommendations before moving forward.
Motion by Kuznia. Second by Goodlund.
Motion to not adopt Resolution 2026-024 approving the first reading of Ordinance
2026-1234 amending the Development Code and sending it to the Planning
Commission for further discussion.

Nays: None. Motion carried.
VII.2. First Reading of Ordinance 2026-1235 Amending the Development Code
Related to Cannabis & Hemp Sales, Off-Sale Liquor Stores, Tobacco Shops, and
Storefront Transparency Standards; Krzos
City Planner Krzos summarized City Council Report 2026-072.
Motion by Hunke. Second by Kuznia.
Motion to adopt Resolution 2026-023 approving the first reading of Ordinance
2026-1235 amending the Development Code.
Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia
Nays: None. Motion carried.
VII.3. Petition for Ranked Choice Voting in Hopkins; Domeier
City Clerk Domeier reviewed the actions taken to date regarding the petition for a Ranked
Choice Voting (RCV) charter amendment, emphasizing that the presentation was
informational and not intended to debate the merits of RCV. Assistant City Attorney Sathe
also provided a legal analysis of the proposed charter amendment. The complete analysis
was part of the meeting packet.

During the public comments, eight people spoke in support of Ranked Choice Voting. The
following individuals spoke in support of RCV in Hopkins:

• Leeanne Kovacas, 11328 Lake Street NE, St. Michael
• Will Kessler, 1328 NE Lake Street, Hopkins
• Dennis Guillanme, 2070 Mainstreet, Hopkins
• Carl Holmquist, 112 12th Avenue South, Hopkins
• Karen Norum, 134 11th Ave. S., Hopkins
• Gary DeVaan, 141 16th Ave, N., Hopkins
Following public comments, the City Council thanked residents for their engagement.
Council Member Goodlund expressed concerns about the potential costs of implementing
Ranked Choice Voting, noted that Hopkins' current "vote for two" election system shares
some similarities with RCV, and raised concerns about the expense of campaigning for
candidates. No formal council action was taken following the discussion.

ADJOURNMENT
There being no further business to come before the City Council, and upon motion by
Goodlund, second by Hunke, the meeting was unanimously adjourned at 8:15 p.m.
