SPECIAL WORK SESSION PROCEEDINGS
JULY 21, 2026
CALL TO ORDER
Pursuant to due call and notice thereof a special work session of the Hopkins City Council
was held on Tuesday, July 21, 2026, at 5:34 p.m. in the Raspberry Room at City Hall,
1010 1st Street South.
Mayor Hanlon called the meeting to order with Council Members Garrido, Goodlund,
Hunke and Kuznia attending. Hopkins Planning and Zoning Commissioners attending
included Heiser, Lyksett, Miller, Minter, Montgomery, and Ujifusa . Others attending
included City Manager Mornson, City Clerk Domeier, Director of Planning and
Development Elverum, Community Development Manager Needham, City Planner
Krzos, Associate Planner Gallagher, and City Engineer Klingbeil.
PRESENTATIONS
II.1. 2050 Comprehensive Plan Update; Krzos
City Planner Krzos provided an overview of the Hopkins Existing 2040 Comprehensive
Plan framework and structure, major issues to consider for 2050, and initial plan
development process and timeline. Attendees asked questions about housing,
employment and future growth and shared ideas about how to grow, strengthen
community, and sustain our environment.
II.2. Hopkins Safe Streets for All Plan Update; Gallagher
Associate Planner Gallagher along with Alta Planning + Design consultants requested
feedback on the Hopkins Safe Streets for All Plan including identifying how the plan aligns
with community goals and preparation for a leadership commitment. Attendees shar ed
their feelings about transportation and how they aligned with the data presented, safety
for residents, wayfinding signage needs, and investments and strategies in walking and
biking safety.
II.3. Housing Plan Update; Needham
Community Development Manager Needham and Everlong Consulting Partner Tara
Beard provided an update on the Housing Plan and requested feedback on existing and
future housing needs. Discussion was held around housing affordability and different
income levels.
ADJOURNMENT
There being no further business to come before the City Council, and upon motion by
Garrido, second by Hunke, the meeting was unanimously adjourned at 8:19 p.m.
