CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, August 18, 2026, at 6:30 p.m. in the Council Chambers at City Hall,
1010 1st Street South.
Mayor Hanlon called the meeting to order with Council Members Garrido, Goodlund,
Hunke, and Kuznia attending. Others attending included City Manager Mornson,
Assistant City Manager Casella, Deputy City Clerk Baker, Director of Planning and
Development Elverum, Stacie Kvilvang of Ehlers & Associates, Finance Director Bishop,
and City Attorney Riggs.
Mayor Hanlon amended the agenda to include Resolution 2026 -027 as the first item
under New Business.
ADOPT AGENDA
Motion by Garrido. Second by Hunke.
Motion to Adopt the Agenda as Amended.
Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia
Nays: None. Motion carried.
CONSENT AGENDA
Motion by Goodlund. Second by Kuznia.
Motion to Approve the Consent Agenda.
1. Minutes of August 3, 2026, Regular Meeting Proceedings; Domeier
2. Minutes of August 3, 2026, Closed Meeting Proceedings; Domeier
Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia
Nays: None. Motion carried.
NEW BUSINESS
VII.1. Resolution Honoring the Hopkins RCV Petition and Advancing the Local
Options Act; Domeier
Gary DeVaan spoke on behalf of RCV For Hopkins to answer Council Member
Goodlund’s question about the specifics of the Local Options Act.
Motion by Garrido. Second by Hunke.
Motion to Adopt Resolution 2026-027 Honoring the Hopkins RCV Petition and
Advancing the Local Options Act
Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia
Nays: None. Motion carried.
VII.2. Approval of Purchase Agreement between the City of Hopkins and the
Minnehaha Creek Watershed District for 325 Blake Road; Elverum

Director of Planning and Development Elverum summarized City Council Report 2026-
085 with a presentation in conjunction with Stacie Kvilvang.
The following residents joined Bob Lux of Alatus, LLC to make comments of support for
the purchase:

• Rick Brausen, 345 13th Ave N
Motion by Hunke. Second by Kuznia.
Motion to Approve the Purchase Agreement between the City of Hopkins and the
Minnehaha Creek Watershed District for 325 Blake Road
Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia
Nays: None. Motion carried.
VII.3. 2027 General Fund Budget and Tax Levy; Bishop
Finance Director Bishop provided an updated version of the 2027 General Fund budget.
Council accepted the budget reductions as presented and requested further reductions
from staff.

Mayor Hanlon shared the City Council meeting schedule.
ADJOURNMENT
There being no further business to come before the City Council, and upon motion by
Kuznia, second by Hunke, the meeting was unanimously adjourned at 8:53 p.m.
