Motion to Continue Franchise with Xcel Energy for Up To One Year; Bishop CITY OF HOPKINS City Council Report 2026-093 To: Honorable Mayor and Council Members Mike Mornson, City Manager From: Nick Bishop, Finance Director Date: September 15, 2026 Subject: Extend Xcel Energy Franchise Ordinance by One Year _____________________________________________________________________ RECOMMENDED ACTION MOTION TO extend Ordinance No. 2007-984 Granting Northern States Power Company D/B/A Xcel Energy, a Minnesota Corporation, Its Successors and Assigns, Permission to Construct, Operate, Repair and maintain in the City of Hopkins, Minnesota, an Electric Distribution System and Transmission Lines, Including Necessary Poles, Lines, Fixtures and Appurtenances, for the Furnishing of Electric Energy to the City, Its Inhabitants, and Others, and to Use the Public Ways and Public Grounds of the City for Such Purposes for a one year continuation. OVERVIEW Xcel Energy currently holds a franchise to operate an electric distribution system within the City of Hopkins. The franchise was adopted on March 20, 2007 for a 20-year term that expires on March 20, 2027 or until a new franchise is agreed upon. Xcel Energy and the City are working towards a new agreement that will be presented to City Council for approval. Finance Department
