A regular meeting of the Hopkins City Council was held on April 21, 2009, in the Council
Chambers of the Hopkins City Hall.
Present were Mayor Maxwell and Council Members Youakim, Brausen, Rowan, and
Halverson. Also, present were staff members Getschow, Genellie, Stadler, Elverum,
Harkess, and City Attorney Jerry Steiner.
I. CALL TO ORDER
Mayor Maxwell called the meeting to order at 7:30 p.m.
II. OPEN AGENDA - PUBLIC COMMENTS AND CONCERNS
There were none.
III. PRESENTATIONS
1. Depot Quarterly Report
Todd Cole, Vice Chair, Depot Coffee House Board, began the report. In January, the
Depot Coffee House sponsored the first Hip Hop Residency with Kristoff Crane. The
format was designed to give student artists an opportunity to perform original spoken
word/hip hop material. The students learned a lot. The series was very popular.
The Board and Project Coordinator Ted Duepner participated in a retreat at Camp
Ihduhapi. They discussed long-range plans and governance changes. They worked on
team building skills.
In February, new additions included Saturday afternoon acoustic guitar music and
complimentary chair massages. The Depot hosted the Hopkins High Comedy Sports team
for two evenings of improv comedy.
Robert Walland, Board Member, continued the report. In March Igor Rybakov, Chess
Master, conducted a series of chess classes. The classes were sponsored by Community
Education. Mr. Rybakov has expressed an interes~ in returning next year.
The Depot donated the proceeds from the Friday before Empty Bowls, a total of $150.00
to Empty Bowls.
In May, the Board will be transitioning to new members. Eight of the twelve members
will be graduating. The Board is holding interviews.

Council Member Brausen moved and Council Member Rowan seconded a motion to
approve the Consent Agenda. A poll of the vote was as follows: Council Member
Youakim, aye; Council Member Brausen, aye; Council Member Rowan, aye; Council
Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously.
V. NEW BUSINESS
1. Amend PUD Agreement for Marketplace and Main (2009-033)
In June of 2004, the City rezoned the former Hopkins Honda Body Shop and used-car
sales lot to a planned unit development (PUD) overlay zoning for the redevelopment of the
site into a mixed-use development. The PUD agreement was revised in 2006 to reflect
The Cornerstone Group as owners. In 2007, the Cornerstone Group sold the site to
Marketplace Holdings, Inc. (The Beard Group) and the agreement was amended. The
project has not moved ahead because of the current market for condos. The current
proposal is for rental units as opposed to owner-occupied units. Phase I of the project
would begin before October 31, 2009 with Phase II in May of 2011 .
Ron Mehl came forward to answer questions abut the project. Mr. Mehl explained the
loan application process in relation to the project schedule.
Council Member Rowan moved and Council Member Halverson seconded a motion to
approve the Amended and Restated PUD/Development Agreement between the City of
Hopkins and Marketplace Holdings, Inc. A poll of the vote was as follows: Council
Member Youakim, aye; Council Membe~ Brausen, aye; Council Member Rowan, aye;
Council Member Halverson, aye; Mayor Maxwell, aye. The motion carried unanimously.
2. 2009 First Quarter Financial and Investment Report (Memo)
Finance Director Christine Harkess gave a presentation of the 2009 first quarter financials
and investments.
No action was taken.

VIII. ADJOURNMENT
There being no further business, Council Member Brausen moved and Council Member
Halverson seconded a motion to adjourn the meeting. The meeting was adjourned by
unanimous consent at 8:07 p.m.
