CR 09-045 Order Feasibility Report - Jackson Ave North Signals - City Project 08-08G �TY OF i* NOPKIN May 19,2009 Order Feasibility Report Jackson Avenue North Signals City Project 08 -08 Proposed Action Council Report 2009 -045 Staff recommends adoption of the following motion: Move that Council adopt Resolution 2009 -031, Resolution Accepting Plans and Specifications and Authorizing Ad for Bid, Jackson Avenue N Traffic Signals. Overview The PUD Agreement for Excelsior Crossings identified traffic signal improvements at this intersection when the third office building was completed. Costs of this construction are to borne by Opus Corporation/Excelsior Crossings property owners. Completion of this building is now expected in the spring of 2010. At its November 3, 2008 meeting, the City Council authorized commencement of this project. We have met with Opus and Cargil representatives and they are in agreement that the signal is necessary this construction season. A mitigation response to this traffic is the construction of a traffic signal at the intersection of Jackson Avenue N and St. Louis Street, which also aligns with the main entrance to Excelsior Crossings. All of the costs associated with the design and construction of signal were negotiated to be paid by the owner of the Excelsior Crossings property in the PUD /Development agreement. • Project Costs This project has an estimated total cost of approximately $210,000. All costs are to be paid by Opus and /or Cargil as agreed to in the PUD for Excelsior Crossings. • Project schedule Bid Opening June 24, 2009 Award Bid July 7, 2009 Begin Construction July, 2009 Complete Construction October 1, 2009 The controller equipment is supplied by Hennepin County and can have a significant lead time to acquire. As such, we intend to pre -order this equipment after Council approves the ad for bid. Field construction will be minimal with some conduit installation and signal pole mounts being the primary significant operation. Disruption to traffic will be slight during construction. TRAFFIC SIGNALS CITY PROJECT NO. 08 -08 WHEREAS, pursuant to a resolution of the City Council adopted the 3 RD day of November 2008, plans and specifications were developed for improvements on Jackson Avneu N including traffic signals and all necessary appurtenances, and WHEREAS, plans and specifications for City Project No. 08 -08 have been prepared by SRF, Inc. and have been presented to Council for approval, and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota: 1. Such plans and specification, a copy of which are attached hereto and made a part hereof; are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published three times, at least three weeks before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10:00 a.m., on the 24 day of June, 2009, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and city engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids and award of contract at the regular City Council meeting of July 7, 2009 in the Council Chambers.
