RESOLUTION APPROVING PETITIONS FOR PRIVATE IMPROVEMENTS
FOR HEARING ON PROPOSED ASSESSMENTS -PRIVATE IMPROVEMENTS AND
MISCELLANEOUS ASSESSMENTS
WHEREAS, the owners of property located at 109-111, 113-115, 117-119, 133 and 226
6th Avenue North petitioned for private improvements in conjunction with Storm Sewer Project
97-11 pursuant to Minnesota Statute No. 429, and
WHEREAS, the owner of property located at 2 '/z East St. Albans Road petitioned for
placement of certain utility connection charges as a special assessment, Project 98-08, pursuant
to Minnesota Statute No. 429, and
WHEREAS, the petitions and accompanying documents thereto comply with the
• requirements of the aforementioned statute, and
WHEREAS, the engineering superintendent has prepared a preliminary assessment roll
for the aforementioned petitions, for the installation of a retaining wall (Project 97-09), and for
1998 Miscellaneous Special Assessments, and
WHEREAS, the city clerk has notified the Council that such proposed assessments have
been completed and filed in her office for public inspection,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF HOPKINS, MINNESOTA:
1. Said petitions are approved.
2. A hearing shall be held on the 6th day of October, 1998, at the City Hall at 7:30 P.M. to pass
upon such proposed assessments and at such times and place all persons owning property
affected by such improvements will be given an opportunity to be heard with reference to
such assessment.
3. The City Clerk is hereby directed to cause a notice of hearing on the proposed assessments to
be published in the official newspaper at least two weeks prior to the hearing and to mail
notices to the owners of all property affected by said assessments.
4. The notice of hearing shall state the date, time and place of hearing, the general nature of the
improvements, the area to be assessed, the total cost of each of such improvements, and that
the proposed assessment roll is on file with the clerk and that written or oral objections will
be considered.
Assessments shall be payable in annual installments over the following period at the
specified interest rate:
a) Miscellaneous Assessments -due and payable in full in 1 year
b) Assessments associated with Storm Sewer Project 97-11 and Installation of Retaining
Wall Project 97-09 - 10 years at 8%
c) Assessments associated with Utility Connection Charges Project 98-08 - 15 years at 8%
