1998-016CITY OF HOPKINS, MINNESOTA COUNCIL RESOLUTION NO. 98-16 REGARDING THE CHARGE OF THE CITY COUNCIL TO THE HOPKINS CENTER FOR THE ARTS OPERATIONS BOARD WHEREAS, the City of Hopkins through the Housing and Redevelopment Authority of the City of Hopkins constructed the Hopkins Center for the Arts in partnership with the greater community, and; WHEREAS, the Mission Statement of the Hopkins Center for the Arts is as follows: The Hopkins Center for the Arts is acommunity-gathering place that fosters creative expression and provides a myriad of artistic and educational opportunities for people of all ages, and; WHEREAS, the City Council, in an attempt to meet that mission, wishes to express its goals for the Center and to state the councils' role in accomplishing the mission of the Hopkins Center for the Arts, and; WHEREAS, the Operations Board is the governing board designated by the City Council to pursue the achievement of the mission and goals of the Center, and; WHEREAS, the City Council and the Operations Board desire to work mutually toward these objectives, NOW, THEREFORE, BE IT RESOLVED by the City Council / Hopkins Center for the Arts Operations Board of the City of Hopkins, Minnesota, that the following goals are established for the Hopkins Center for the Arts: The Hopkins Center for the Arts (HCA) build pride in the community by creating in its' residents, business owners and stakeholders a sense of: A. Ownership in the Center, and B. Participation in the future success of the Center. 2. The maximization of use of the spaces within the Center. 3. The encouragement of new audiences to participate in the arts. 4. The financial stability and independence of the Center, now; THEREFORE BE IT FURTHER RESOLVED that the City Council grants to the Operations Board the authority and responsibility to make decisions on all issues relating to the operations of the Center with the exception of the following items reserved by the City Council: 1. The duties and responsibilities of the city acting as landlord /owner of the Center. 2. The legal authorities of the City to create and regulate laws and ordinances. 3. The overall responsibility of the City to protect the city's legal liabilities. 4. The responsibility to monitor and control financial matters of the City. 5. The responsibility to support the Center by providing the resources and public trust in the mission of the Center. 6. The facilitation of an annual process wherein the city council and the operations board will review the progress and accomplishments of the Center, and; THEREFORE BE IT FURTHER RESOLVED that the Operations Board will be responsible to formally and informally communicate to the City Council the operational status of the Center by providing the following information: 1. Monthly Financial Reports, 2. Monthly Activity Reports, 3. Meeting Minutes, 4. Business and Long Range Planning Documents, 5. Other information as deemed necessary by the City Council to monitor the operational status of the Center.
