RESOLUTION 96-77
DECLARING INTENT TO DISSOLVE RELATIONSHIP WITH WEST HENNEPIN
HUMAN SERVICES PLANNING BOARD, A.K.A. SUBURBAN ALLIANCE,
EFFECTIVE JANUARY 31, 1997 AND PROVIDING FOR ITS ORDERLY
DISSOLUTION
WHEREAS, the West Hennepin Human Services Planning Board, also known as
Suburban Alliance, was established by joint powers agreement in 1973 to provide
human services planning and coordination in western Hennepin County; and
WHEREAS, Suburban Alliance has provided valuable service to western
Hennepin County, but due to financial difficulties is no longer able to perform its core
functions of human service planning and coordination; and
WHEREAS, county and city staffs recommend the dissolution of Suburban
Alliance effective January 31, 1997; and
WHEREAS, county and city staffs recommend exploring new options for
providing human services planning and coordination which can address current needs
in western Hennepin County; and
WHEREAS, the joint powers cities recognize and accept their obligation to pay
the debts and closing costs of Suburban Alliance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hopkins that it declares its intent to dissolve its relationship with the West Hennepin
Human Services Planning Board, also known as Suburban Alliance, effective January
31, 1997; and
BE IT FURTHER RESOLVED that City staff are directed to discuss with
Hennepin County and the other joint powers cities possible alternatives for human
services planning and coordination in western Hennepin County.
Adopted by the City Council of the City of Hopkins, Minnesota, this First day of
October, 1996.
