04-30-90 "' . -, A special meeting of the Hopkins city Council was held on April 30, 1990 in the Council Chambers of Hopkins city Hall. Present were Mayor Berg, Councilmembers Anderson, Shirley, Kritzler and Redepenning. Also present were City Staff Mielke, Kerrigan and Fritsinger. I. Mayor Berg called the meeting to order at 12:05 p.m. II. NEW BUSINESS A general discussion was held explaining the new legislation. Jim Kerrigan reviewed the new laws and the impact the legislation would have on the cities. Bob Dieke from Holmes and Graven was present to answer questions the Council had. The following examples impact the new TIF program: (a) Reduction in local government aids based upon a sliding scale. (2) Qualifying areas that are at least 20% in a blighted area. Hopkins has some areas in the 50% range (3) Pooling spending outside would not be allowed. (4) Districts must be created and project ready to begin improvement by June 1, 1990. Mayor Berg opened the Public Hearing at 12:22. Art Schmeidel of 21 7th Avenue North was concerned about the impact the redevelopment might have on his property. It is presently zoned R4.s Mr. Kerrigan responded that should a commercial building or parking lot abut his property the City zoning regulations would require a fence, landscaping or both across the back of the property abutting any residential area. Brian Jensen asked why the developer would not pay the increased taxes rather than the citizens. Mr. Mielke explained that the tax base would be frozen at its present rate and once the loan was repaid it would be reevaluated and build a tax base with lower taxes to citizens. Ronald Crawford of 17 7th Street North wanted to know how much notice would be forthcoming should his street become involved in the redevelopment. Mr. Kerrigan assured him he would have a 90 day minimum notice. April 30, 1990 Page 2 Councilmember Redepenning moved and Councilmember Kritzler seconded the motion to close the hearing. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried unanimously. The Public Hearing was closed at 12:45 p.m. (a) CONSIDER ACTION - RESOLUTION APPROVING TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 2-3 WITHIN REDEVELOPMENT PROJECT NO.2. Staff recommended adoption of the following motion: Adopt Resolution 90-54 approving tax increment financing plan for Tax Increment Financing District No. 2-3 within Redevelopment Project No.2. Councilmember Redepenning moved and Councilmember Kritzler seconded the motion to adopt Resolution No. 90-54. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried unanimously. (b) CONSIDER ACTION - RESOLUTION APPROVING TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 2-4 WITHIN REDEVELOPMENT PROJECT NO.2. Staff recommended adoption of Resolution No. 90-55 approving Tax Increment Financing Plan for Tax increment Financing District No. 2-4 within Redevelopment Project No.2. Councilmember Shirley moved and Councilmember Anderson seconded the motion to adopt Resolution No. 90-55. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried unanimously. (c) CONSIDER ACTION - RESOLUTION APPROVING TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 2-5 WITH IN REDEVELOPMENT PROJECT NO.2. . Staff recommended adoption of Resolution No. 90-56 approving Tax Increment Financing Plan for Tax Increment Financing District No. 2-5 within Redevelopment Project No.2. April 30, 1990 Page 3 Councilmember Redepenning moved and Councilmember Shirley seconded the motion to adopt Resolution No. 90-56. A poll of the vote was as follows: Councilmember Anderson, Aye; Councilmember Shirley, Aye; Councilmember Kritzler, Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The motion carried unanimously. Councilmember Redepenning moved and Councilmember Shirley seconded the motion to adjourn. The meeting adjourned by unanimous consent.
