RESOLUTION NO. 90-60
RESOLUTION REQUESTING A VARIANCE FROM STATE AID STANDARDS
WHEREAS, The City of Hopkins is interested in improving
Municipal State Aid Street 341 (Mainstreet from 5th Avenue to
Shady Oak Road) through infrastructure improvements including
replacement of street surface, curb and gutter, sidewalks,
utilities, lighting and traffic signals; and
WHEREAS, Minnesota Rules for State Aid Operation, Chapter
8820.9913, classify this section of roadway as a Low Density
Arterial based upon facility function, design character and
projected traffic volume; and
WHEREAS, State Aid Operations, Chapter 8820.9912, indicates that
a two lane design requires a street width of 36 feet with no
parking allowed, or 48 feet with parallel parking allowed on both
sides; and
WHEREAS, Mainstreet design presently has a base width of 46 feet
within a street right of way of 66 feet of width; and
WHEREAS, The City of Hopkins desires to improve the Mainstreet
infrastructure maintaining a two lane traffic movement design,
allowing parallel parking on both sides at selected locations and
maintaining basic ten foot sidewalk width on both sides; and
WHEREAS, the City of Hopkins desires a variance from the 48 foot
standard and desires to maintain the present street base width of
46 feet with parallel parking allowed on both sides and a 32 foot
width at intersection node areas all wi thin the 66 foot street
right of way,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Hopkins, Minnesota, that the above variance be requested and that
the Minnesota Commissioner of Transportation approve the design
as described.
