A regular meeting of the Hopkins City Council was held on
November 21, 1989 in the Council Chambers of Hopkins City
Hall.
Present were Mayor Berg, Councilmembers Anderson, Shirley,
Kritzler, and Redepenning. Also present were City staff
Genellie, Mielke, Schedler, Thiel, and City Attorney Jerre
Miller.
I. CALL TO ORDER
Mayor Berg called the meeting to order at 7:30 p.m.
II. PROCLAMATION
Mayor Berg proclaimed the week of December 3 - December 9 as
"Cities Fight Back Against Drugs Week".
Councilmember Redepenning moved and Councilmember Shirley
seconded the motion to adopt the proclamation.
A poll of the vote was as follows: Councilmember Anderson,
Aye; Councilmember Shirley, Aye; Councilmember Kritzler,
Aye; Councilmember Redepenning Aye; Mayor Berg, Aye. The
motion carried unanimously.
III. CONSENT AGENDA
1. APPROVAL OF THE NOVEMBER 7, 1989 REGULAR MEETING

Councilmember Anderson moved and Councilmember Redepenning
seconded the motion to approve the Consent Agenda.
A poll of the vote was as follows: Councilmember Anderson,
Aye; Councilmember Shirley, Aye; Councilmember Kritzler,
Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The
motion carried unanimously.
IV. PUBLIC BUDGET HEARING (Continued from last meeting)
Mayor Berg opened the Public Budget Hearing at 7: 35 p.m.
Jim Genellie gave a synopsis of the budget. After a brief
discussion Councilmember Shirley moved and Councilmember
Kritzler seconded the motion to close the Budget Hearing at
7:44 p.m.

V. OLD BUSINESS
(a) CONSIDER ACTION - SECOND READING WEED ORDINANCE
Staff recommended the following motion: Move that the
Hopkins City Council approve Ordinance No. 89-661 for second
reading and order that it be published.
Councilmember Anderson moved and Councilmember Shirley
seconded the motion to adopt Ordinance No. 89-661 for second
reading and order published.
A poll of the vote was as follows: Councilmember Anderson,
Aye; Councilmember Shirley, Aye; Councilmember Kritzler,
Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. Th
motion carried unanimously.
VI. NEW BUSINESS
(a) PRESENTATION: PARAGON CABLE - Adrian Herbst
MR. Adian Herbst appeared before Council to give a report on
the Southwest Suburban Cable Commission. He asked th
Council to consider a one hour news program once a week to
inform the public about what is being done in the five City
area. The cost to the five cities would be $145 per week.
Councilmember Shirley said that he would like to see the
Cable Studio stay in the city of Hopkins.
Councilmember Kritzler moved and Councilmember Redepenning
seconded the motion to accept the report and approve the
budget.
A poll of the vote was as follows: Councilmember Anderson,
Aye; Councilmember Shirley, Aye; Councilmember Kritzler,
Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The

CONSIDER ACTION - APPROVAL OF FINAL LEVY
Staff recommended adoption of the following motion: Mov
that Resolution No. 89-120 "approving 1989 Tax Levy
Collectible in 1990 and Adopting the 1990 Budget", be
adopted.
Mr. Genellie discussed the tax levy with the Council, citing
the increased refuse fees. The cost of disposal fees hav
risen from $75 to $95 per ton. This means that the refus
costs to the citizens will be rising from $15.50 per month
to $18.00 per month.
Councilmember Redepenning said that he and the Council
appreciated the staff holding the line on spending and
complimented them on the fine job they have done. Th
Council agreed with Councilmember Redepenning and thanked
the staff.
After discussion Councilmember Shirley moved
Councilmember Redepenning seconded the motion to
Resolution No. 89-120 and adopt the 1990 budget.

(c) CONSIDER ACTION - FRONT END LOADER BID AWARD
Staff recommended adoption of the following motion: Award
the bid for an Articulated Front End Loader with Plow and
Wing to Ziegler, Inc. for a Caterpillar 939E.
Staff's recommendation for the Caterpillar is based on
compliance with all specifications, delivery date and long
term costs.
Jon Thiel, Norb Kerber, Barry Vassar, Lyle Schunk and Vern
Pankratz from the Hopkins Public Works attended the Council
meeting to inform the Council of the value of the
Caterpillar 936E.
Councilmember Anderson moved and Councilmember Shirley
seconded the motion to award the bid to Ziegler, Inc. for a
Caterpillar 939E.
A poll of the vote was as follows; Councilmember Anderson,
Aye; Councilmember Shirley, Aye; Councilmember Kritzler,
Aye; Councilmember Redepenning; Aye, Mayor Berg, Aye. The
motion carried unanimously.

(d) CONSIDER ACTION - LIQUOR LICENSE RENEWALS
Staff recommended that the Hopkins City Council approve th
annual liquor license renewals for 1990.
Councilmember Kritzler moved and Councilmember Redepenning
seconded the motion to approve the renewal list of liquor
licenses for 1990.
A poll of the vote was as follows: Councilmember Anderson,
Aye; Councilmember Shirley, Aye; Councilmember Kri tzler,
Aye; Councilmember Redepenning, Aye; Mayor Berg, Aye. The
motion carried unanimously.
VIII.
REPORTS - COMMITTEES/COMMISSIONS

Councilmember Redepenning said that the Park Board is
concerned about formulating ways to negotiate wi th the
School District to purchase Maetzold Field. Mr. Genelli
said that the staff is making plans to renew the
negotiations.
Councilmember Redepenning also stated that he had attend d
the Down Town Council meeting and that Harry Smith's group
if working very hard on the redesigning of Mainstreet. He
said that the group should have something to present to the
Council in two to four weeks.
All of the Councilmembers are concerned over the impact of
the street being closed for several months on the businesses
on Mainstreet.
Mayor Berg said that he and Councilmember Redepenning had
attended a banquet at the VFW and commended them on their
fine work.
He also attended a part of the Elks Convention and gave the
welcoming speech. The Hopkins Elks were the hosts for th
convention.
Councilmember Redepenning reminded the Council that th
annual tree lighting ceremony would be held at 6:00 p.m. on
Friday, November 24, 1989.

IX. ADJOURNMENT
Councilmember Redepenning moved and Councilmember Shirley
seconded the motion to adjourn. The meeting was adjourned
by unanimous consent.
