COUNCIL WORKSESSION MINUTES
OCTOBER 10, 1989
7P.M.
A Council workshop meeting was held in the Raspberry Room at
Hopkins City Hall. Present were Mayor Berg, Councilmembers
Chuck Redepenning, Chuck Kritzler, Bob Anderson and Jim
shirley. Also present were City Manager Rapp, Assistant
City Manager Genellie, Community Development Director
Mielke, Economic Development Specialist Fritsinger and City
Planner Anderson.
-I. DISCUSSION - S. E. HOPKINS/MTKA TRAFFIC STUDY
Representatives of Benshoof & Associates attended the
meeting to explain their findings to the Council. The
consensus of the Council was to accept the report of
Benshoof and Associates and to have the city initiate a
feasibility study concerning the connection from Westbrooke
east to the 2nd Ave./ T.H. 169 interchange.
2. MOBILE HOME INSPECTION ORDINANCE
Building Inspector Tom Anderson reviewed the proposed mobile
home ordinance with the Council. The Council suggested
adding a section requiring information to be updated at the
time of license renewal. The ordinance will be transmitted
to the Pines Mobile Home manager for review and response on
October 20. On October 27th staff will review an analysis
of impact with the City Council. On November 7th the
ordinance will go before the City Council for first reading.
On November 21st, the ordinance will be presented for second
reading for active enforcement in mid-December.
3. DISCUSSION OF COMP PLAN
The Council reviewed proposed changes to the Comprehensive
Plan, as follows:
1. Change st. Joseph parking area to HDR from
commercial.
The Council recommended changing this area to
commercial/residential.

Change Merchants site to HDR from Commercial.

the site be zoned commercial and the remainder

3 . Change the new Mini storage to commercial from
industrial.
The Council recommended that this area be zoned
commercial.
4. steiner property in southeast Hopkins to open
space or residential from business park.
The Council recommended that this property be open
space.
5. Change the southeast corner of Harrison and
Excelsior Avenue East to Commercial from HDR.
The Council recommended that this property should
be commercial.
6. Pines Mobile Home
The Council recommended that this area should
remain as is at medium density.
4. FUTURE REDEVELOPMENT PROJECTS
Brian Fritsinger discussed with the Council possible sites
for a grocery store. The Council recommended studying
alternatives 1 & 2 first. If that doesn't work, the next
preference would be alternatives 5 and 6.
