03-07-1989 . . , , A regular meeting of the Hopkins City Council was held on March 7, 1989 in the Council Chambers of Hopkins City Hall. Present were Mayor Milbert, Councilmembers Anderson, Shirley, Kritzler, and Redepenning. Also present were City Staff Rapp, Mielke, Genellie, G. Anderson and City Attorney Jerre Miller. I. CALL TO ORDER Mayor Milbert called the meeting to order at 7:30 p.m. II. PROCLAMATION (a) Girl Scout Week - March 12 - 18 Mayor Milbert Proclaimed the week of March 12th through 18th Girl Scout Week in the city of Hopkins. III. CONSENT AGENDA 1. APPROVAL OF THE FEBRUARY 21, 1989 REGULAR MEETING MINUTES 2. APPROVAL OF 3. APPROVAL OF 4. APPROVAL OF 5. APPROVAL OF & 7TH AVENUE 6. APPROVAL OF CONTRACT FOR SANITARIAN DISBURSEMENTS, PRELIST 808 MISCELLANEOUS LICENSE PURCHASE OF SEWER RODDER REQUEST FOR ENGINEER'S REPORT - ALLEYS 6TH Councilmember Shirley moved and Councilmember Redepenning seconded the motion to approve the Consent Agenda. A poll of the vote was as follows: Councilmember Redepenning, Aye; Councilmember Kritzler, Aye; Councilmember Shirley, Aye; Councilmember Anderson, Aye; Mayor Milbert Aye. The motion carried unanimously. IV. OLD BUSINESS (a) CONSIDER ACTION - FIRST READING OF ORDINANCE #89-629 Staff recommended that the Council approve the following motion: Move the first reading of Ordinance No. 89-629 establishing salaries of the Mayor and Council and amending Section 200.01 of the Hopkins City Code. The motion carried unanimously. (b) CONSIDER ACTION - OAKRIDGE FENCE Councilmember Kritzler moved and Councilmember Redepenning seconded the motion to continue this item until a later date. A poll the of vote was as follows: Councilmember Redepenning, Aye; Councilmember Kritzler, Aye; Councilmember Shirley, Aye; Councilmember Anderson, Aye; Mayor Milbert, Aye. The motion carried unanimously. v. NEW BUSINESS (a) CONSIDER ACTION - CONDITIONAL USE PERMIT - HENN COUNTY Staff recommended approval of the following motion: .. Move approval of Resolution No. 89-19, approving Conditional Use Permit CUP: 89-2 to construct a 100 foot radio tower at Hennepin County Public Works, 320 Washington Avenue South." Harry Hillegas and Don Anderson of Hennepin County were present to answer any questions that Council might have. Mr. Hillegas assured Council that this tower would in no way affect the operation of the tower that the City is building. He further stated that it would not interfere with television reception in the area. Councilmember Anderson moved and Councilmember Shirley seconded the motion to approve Resolution No. 89-19 approving a CUP 89-2 to construct a 100 foot radio tower at Hennepin County Public Works. A poll of the vote was as follows: Councilmember Redepenning, Aye; Councilmember Kritzler, Aye; Councilmember Shirley, Aye; Councilmember Anderson, Aye; Mayor Milbert, Aye. The motion carried unanimously. ~ . . , March 7, 1989 Page 3 (b) CONSIDER ACTION - MVET RESOLUTION Staff recommended that Council adopt Resolution 89-22 regarding funding for street construction in Minnesota. This action would inform the State Legislature of the City's interest in continuing to share in the Minnesota Vehicle Excise Tax (MVET) funds for transportation purposes and requesting passage of legislation to eliminate the Sunshine Clause, which would eliminate the cities from sharing those MVET funds in 1992. Councilmember Redepenning moved and Councilmember Kritzler seconded the motion to adopt Resolution 89-22 regarding funding for street construction in Minnesota. A poll of the vote was as follows: Councilmember Redepenning, Aye; Councilmember Kritzler, Aye; Councilmember Shirley, Aye; Councilmember Anderson, Aye; Mayor Milbert, Aye. The motion carried unanimously. (c) CONSIDER ACTION - PLANS & SPECS - HOBBY ACRES Staff recommended that Council move that the plans and specs for the street reconstruction in Hobby Acres be accepted, and authorize staff to advertise for bids. After discussion Councilmember Kritzler moved and Councilmember Shirley seconded the motion to approve the plans and specs for the street reconstruction in Hobby Acres and authorize staff to advertise for bids. (d) CONSIDER ACTION - FIRE LANE CHANGE - HOPKINS HOUSE The Fire Prevention Bureau recommended the adoption of the following motion: Move adoption of Resolution 89-23 "Fire Lanes Hopkins House." By approving this resolution, the city council will be updating the fire lane layout for the Hopkins House parking lot to better serve their new configuration. . March 7, 1989 Page 4 steve Mielke showed slides showing this proposed layout. AFter discussion Councilmember Anderson recommended that the parking signs be firmly affixed in the ground showing the patrons where they could or could not park thus leaving adequate space for fire trucks, etc. in the case of an emergency. Councilmember Anderson moved and Councilmember Kritzler seconded the motion to adopt Resolution 89-23 approving the Fire Lanes Hopkins House update with the condition that the parking signs be firmly affixed in the ground. The motion carried unanimously. (e) CONSIDER ACTION - REQUEST FOR STREET LIGHT - 434 BLAKE . Staff recommended the City Council move that one street light be installed on Blake Road North. This action would cause one normal street light to be installed on an existing power pole by N.S.P. at City expense. After a a brief discussion concerning City policy on such matters and the need for a street light in that location Councilmember Anderson moved and Councilmember Redepenning seconded the motion to approve a street light to be installed on Blake Road North. A poll of the vote was as follows: Councilmember Redepenning, Aye; Councilmember Kritzler, Aye; Councilmember Shirley, Aye; Councilmember Anderson, Aye; Mayor Milbert, Aye. The motion carried unanimously. (f) APPOINTMENT - CHEMICAL HEALTH COMMISSION Mayor Milbert requested that Council move to appoint Sidney Blair to the Chemical Health Commission. Councilmember Anderson moved and Councilmember Kritzler seconded the motion to appoint Sidney Blair to the Chemical Health Commission. A poll of the vote was as follows: Councilmember Redepenning, Aye; Councilmember Kritzler, Aye; Councilmember Shirley, Aye; Councilmember Anderson, Aye; Mayor Milbert, Aye. The motion carried unanimously. i March 7, 1989 Page 5 (g) DISCUSSION (a) SNOW PLOWING ISSUES - MAYOR MILBERTS REQUEST Mr. Rapp addressed the Mayor's concerns over this continuing problem. He informed Council about all of the notices the public had received concerning this issue including the Snow Ban signs. He suggested a snow emergency hot line for people to call if they are in doubt as to the amount of snow that might fall. This would be a recorded message of some kind. He also said that he had contacted the major television and radio stations to announce that the City would be towing and all street must be clear of automobiles. The present system system of towing after a two inch snow fall is the only way that the City can be cost effective, efficient and fair to all citizens of Hopkins. If the City went around the parked cars or tried odd or even sides during an emergency their would probably be even more confusion. The Mayor asked that Mr. Rapp and staff see if they can come up with any further solutions to the problem. The Council also commended the Street Department for the great job they do in keeping the streets of Hopkins clear and well sanded. VI. REPORTS - COMMITTEES/COMMISSIONS Councilmember Shirley mentioned a letter concerning the storm sewer project. Mr. Rapp said it was a well thought out letter and was being taken under advisement but the suggestions would not really solve the overall problem. Councilmember Redepenning reported that at the last HMCP meeting on Tuesday that 40 to 50 people attended. He feels that this is a great sign that the business people in Hopkins are really supporting the City business climate. He also reported that the Hopkins High School Senior Choir has been asked to perform at Carnegie Hall. He requested that anyone knowing of any way to help support this group please let him know. It will cost approximately $700 per student with 60 students involved. ": .10/ . . March 7, 1989 Page 6 Councilmember Kritzler reported on the Chemical Health Commission. He said that the Commission is switching their efforts to address the problems concerning drug and controlled substances. They will be approaching Council at a future date with recommendations on dealing with these very serious problems. Mayor Milbert reminded everyone of the planned festivities for st. Patricks day. On the 11th of March their will be a dance at the K. C. Hall with everyone invited to attend. On the 17th their will be a parade with free hot dogs and etc. at the American Legion following the parade. He also told about the taxi cab hot line established by the local businesses. If a person feels that they should not be driving they can call for a cab and it will be paid for by the Hopkins business people. VII. ADJOURNMENT Councilmember Redepenning moved and Councilmember Shirley seconded the motion to adjourn.
